Insurance groups say new health care law equals big price ...

TALLAHASSEE ? Health insurance groups Friday told lawmakers that health insurance costs are going to go up no matter what under the federal health care law.

?For any individual plan, any individual person,t hat overall effect on premiums is going to be different,? said Michael Garner, president of the Florida Association of Health Plans.

Garner ?s group, along with national health group America?s Health Insurance Plans, released industry estimates on health plan costs to a House committee examining implementation of the Affordable Care Act.

Nationally, AHIP predicts that for an individual who purchases his or her own insurance, premiums will rise $2,115 over 10 years. If the insurance is through a small employer, the increase will be $2,886 over 10 years. And if it is through a large employer, it will be $2,729 over 10 years.

On the Florida level, Garner said they have not released information on a per plan level as to what the increase will be. He said he was also not aware of any national studies that broke down individual state markets to gauge the impact.

His group, he said has run numbers on an average plan purchased by Floridians and what they project increases to be though.

In that case, he said a 21-year-old man would see his premiums rise from $636 in 2013 to $1,281 in 2014. That includes subsidies available from the federal government to help him pay for the insurance.
Under Garner?s projections, a 60-year-old man?s premiums would go from $2,184 to $3,819.

Rep. John Wood, R-Haines City, called the increases ?scandalous? and said he was concerned about the economic impact on the economy.

State Rep. Elaine Schwartz, D-Hollywood, also said the costs were ?hair raising,? but said it wasn?t really a surprise given that the law focuses on covering more people. She also noted that subsidies will be available to help some people pay for the cost of health care.

Paul Skowronek, vice president for state affairs for AHIP, said his group supported the subsidies. But, he added, ?Our concern is just that the subsidies will just not be enough.?

The House Select Committee on Patient Protection and Affordable Care Act will next meet in February with the Senate Committee to further discuss implementation of the health care law.
