    Horse racing-Melbourne Cup: the race that intoxicates a city

    MELBOURNE, Nov 1 (Reuters) - A report released on Thursday came to a conclusion that will come as no surprise to anyone who has been in Australia's second most populous city on the first Tuesday in November - the Melbourne Cup is the "booziest" sporting event of the year.

    The richest two-mile handicap in the world, the latest version of which will be contested for a purse of A$6.2 million ($6.43 million) next week, is traditionally known as "the race that stops a nation" and the people of the state of Victoria get a public holiday to enjoy it.

    It has also become the state's "most notorious event associated with acute alcohol intoxication, assaults and accidents", according to VicHealth and Eastern Health Turning Point's report "Drinking Cultures and Sporting Occasions".

    The report recorded ambulance call-outs, the number of people turning up at hospital emergency departments and police data on assaults and traffic incidents in Melbourne from 2000 to 2009.

    VicHealth chief executive Jerril Rechter said the advertising of alcohol was at least in part to blame for the amount of drunkenness and knock-on social and health problems.

    "Alcohol is promoted heavily in the lead up to sporting events because, unfortunately, it's engrained in Aussie culture to binge drink on these occasions," she said in a news release.

    "It's crazy that a loophole in the law allows alcohol advertising on TV during the day if it's part of live sports broadcast.

    "This means that kids watching the Cup and other major sporting events see countless ads for alcohol. Is it any surprise this is the lead sporting event in the Victorian sports calendar for youth binge drinking?"

    UBS says under investigation in Singapore over possible rate manipulation

    SINGAPORE (Reuters) - UBS is under investigation in Singapore along with other banks for possible manipulation of Libor and other benchmark rates, the Swiss bank said on Tuesday.

    In notes to its third quarter earnings report, UBS said that the Monetary Authority of Singapore (MAS), as well as authorities in the United Kingdom, United States and Switzerland, are conducting investigations into whether it and other banks tried to manipulate rates.

    More than a dozen banks are under investigation by regulators in the United States, Europe and Asia. However, this is the first time that UBS has disclosed that it is involved in the probe in Singapore.

    "These investigations focus on whether there were improper attempts by UBS (among others), either acting on our own or together with others, to manipulate LIBOR and other benchmark rates at certain times," it said.

    The MAS ordered members of the Association of Banks in Singapore in July to review how they set their benchmark interbank lending rates, focusing on the Singapore interbank offer rate (Sibor) and the Swap Offer Rate (SOR).

    That probe was extended in late September when the regulator said banks must also look at how rates for non-deliverable foreign exchange forwards are set.

    It ordered banks to report any irregularities they uncovered and to take disciplinary action against any staff involved.

    An MAS spokesman referred to the statement from last month that said that the bank reviews were still at a preliminary stage.

    UBS was the first bank globally to report suspected rate rigging, and has received conditional immunity from some authorities for cooperating in their probes. (Reporting by Rachel Armstrong and Kevin Lim; Editing by Michael Urquhart)

    Romney moves to reframe debate on abortion, autos

    KETTERING, Ohio (AP) ? In ads, his own remarks and most recently the words of a top supporter, Republican Mitt Romney seems determined to soften emphasis on abortion and ignore facts critical to the auto industry as he seeks support from key voting groups in the waning days of a close race for the White House.

    Even some Republicans as well as the automakers say Romney's campaign went too far with recent TV and radio ads that claim both Chrysler and General Motors are adding jobs in China at the expense of workers in Ohio.

    "Under President Obama, GM cut 15,000 American jobs, but they are planning to double the number of cars built in China, which means 15,000 more jobs for China," said a radio ad running in Toledo and Dayton, where thousands of people rely on the auto industry for jobs.

    "And now comes word that Chrysler is starting to build cars in, you guessed it, China."

    The two named auto companies moved quickly to rebut the notion that they are moving U.S. jobs overseas.

    "Chrysler Group's production plans for the Jeep brand have become the focus of public debate," CEO Sergio Marchionne wrote in an email sent to employees Tuesday. "I feel obliged to unambiguously restate our position: Jeep production will not be moved from the United States to China."

    "We've clearly entered some parallel universe during these last few days," said Greg Martin, a spokesman for GM. "No amount of campaign politics at its cynical worst will diminish our record of creating jobs in the U.S. and repatriating profits back to this country."

    Romney's campaign declined to comment.

    The ads mark Romney's latest attempt to reframe the debate on an issue that has plagued him from the beginning of his candidacy in Ohio, a crucial battleground state that has deep roots in the auto industry. He has long opposed the auto bailout industry that Obama's administration facilitated in the early days of the administration, saying he would not have permitted the government to loan General Motors and Chrysler federal funds to help them through a managed bankruptcy.

    Several Republican strategists said the Romney campaign probably went too far by airing a TV ad in Ohio that suggests Jeep will move some operations out the state.

    "It's the kind of thing that happens late in the campaign, when everybody's tired and you're not quite yourself," said veteran GOP strategist Mike McKenna of Richmond, Va. "It didn't help."

    He added, "But I don't think it's a big thing. At this point, everybody has made up their mind."

    Democrats have taken notice ? and exception ? to Romney's recent maneuvering.

    Campaigning for Obama in Youngstown on Monday, former President Bill Clinton said Jeep has called Romney's claim "the biggest load of bull in the world." Vice President Joe Biden, added it was "bizarre."

    In Michigan, Obama's campaign began airing an ad touting his record on the auto bailout. It's running in response to a Michigan spot from the independent group Restore Our Future, which supports Romney.

    Romney's approach to abortion is more a matter of a change in tone, although one campaign surrogate, former Sen. Norm Coleman, recently assured an audience that the Supreme Court's 1973 opinion legalizing abortion is unlikely to be overturned if the Republican challenger wins the election.

    Appearing in Beechwood, Ohio, on Monday, the former Minnesota senator suggested that abortion shouldn't be a paramount issue. "You've got to decide what's important right now, what's going to impact you right now," Coleman said in suburban Columbus where Romney is working to woo suburban women voters, many of whom support abortion rights.

    "President Bush was president for eight years, Roe v. Wade wasn't reversed. He had two Supreme Court picks, Roe v. Wade wasn't reversed. It's not going to be reversed," Coleman said.

    In an interview on Tuesday, Coleman told The Associated Press he had been speaking on his own behalf, and not for Romney.

    He said he meant that the decision is longstanding precedent, and that Republicans would fight over issues like parental notification and partial birth abortion rather than Roe v Wade itself.

    Romney himself has repeatedly said that he would like to see Roe v. Wade overturned, and promised to look for Supreme Court appointees who have opposed abortion rights. But Romney's campaign has also been airing an ad in Virginia that emphasizes he believes abortion "should be an option" in some cases, like rape, incest or where the health of the mother is threatened.

    And he drew attention earlier this fall when he said in Iowa that laws restricting access to abortion would not be a priority if he wins the White House.

    Under pressure from some conservatives, he reaffirmed his opposition to abortion in most cases the next day.

    The Supreme Court has split 5-4 in recent years on some abortion-related cases. With several justices in their 70s, the next president may well have the opportunity to name one or more replacements.

    'DWTS' shocker! High scorer gets ballroom boot

    Sabrina Bryan and Louis Van Amstel's rumba on Monday earned them a perfect 30 from the judges, but fans weren't as impressed.

    The all-stars kicked up their heels with country-themed routines this week on "Dancing With the Stars," but for one hopeful it was time to giddyap out of the ballroom on Tuesday night. And it wasn't the celebrity at the bottom of the leaderboard (Kelly Monaco)?after Monday's performances who had to go. It wasn't even the second lowest scorer (Emmitt Smith).

    No, instead there was a big shock in the ballroom as one of the judges' favorites, still riding high from a perfect score, got the boot. And it wasn't just the typical elimination shocker that's bound to happen at this point in the season. It was a case of history repeating itself.

    Sabrina Bryan, the only all-star voted into the competition by "Dancing" fans, failed to get enough votes to stay in the game past week six -- which just so happened to be the week she suffered an elimination shocker back in season five despite being the judges' "Dancing" queen pick then too.

    "You know, everyone -- every single person -- can understand what it feels like to get a second chance at something," Sabrina said as she faced her repeat fate. "This was my second chance. And last night was one of the most beautiful nights I've ever had. ... I'm grateful for this experience. 'Dancing With the Stars' has honestly just been just an absolute dream."

    But as the Disney Channel star knows all too well, some dreams must come to an end -- again.

    "I think I can speak for all of the people who love you and love watching you, that both last time you were here and this time, week six sucks!" quipped host Tom Bergeron.

    But Sabrina's early exit from the competition wasn't the only surprise of the night. Pro hoofer Derek Hough revealed that he performed his Monday night tractor-lovin' dance (alongside all-star Shawn Johnson) with injured vertebrae in his neck. The ailment will sideline him next week, leaving Shawn to dance with Mark Ballas, her winning pro partner from season eight.

    Also coming up next week, the remaining all-stars have to face an all-new challenge: fusion dances. That means each couple will have to perform two styles of dance in one song as part of one routine. The competitors picked the fusion blends for each other Tuesday night. Here they are:

    • Apolo Anton Ohno will be performing a combo of the cha-cha-cha and the paso doble.
    • Emmitt Smith will take on a blend of the rumba and the samba.
    • Giles Marini will be performing part Argentine tango and part samba.
    • Kelly Monaco will dance a cha-cha-cha meets foxtrot.
    • Kirstie Alley will take on the challenging mesh of quickstep and samba.
    • Shawn Johnson will dance the tango-paso mix.

    So, who's likely to leave the ballroom after those tricky routines? No one! Thanks to the double whammy of Superstorm Sandy this week and Election Day next week, the show's producers saw fit to make it a non-elimination round. But the free pass isn't exactly a perk for the all-stars. While they're all guaranteed to make it through to week 8, they'll have to face back-to-back double eliminations from there until the finals.

    Regal Beloit Corporation (RBC - Snapshot Report) reported adjusted diluted earnings per share of $1.32 in the third quarter of 2012 compared to $1.31 per share in the year-ago quarter and $1.50 in the second quarter of 2012. The annual rise in the earnings was driven by the company?s improved operational performance during the quarter.

    The results surpassed the company?s previously provided guidance range of $1.22 to $1.30 per share but failed to meet the Zacks Consensus Estimate of $1.37 per share.

    Revenue

    Net sales spiked 5.8% year over year but down 9.8% sequentially to $779.5 million, although the sales missed the Zacks Consensus Estimate of $840 million. The company has witnessed sequential decline in its sales due to a clouded fiscal scenario. Although the company?s residential HVAC business grew slightly during the quarter, Regal Beloit witnessed low demand in its other businesses. The foreign currency translation reduced the net sales by 1.7% from the year-ago quarter.

    Segment Analysis

    Revenues from the Electrical segment climbed 6.1% year over year $708.3 million mostly driven by its business acquisition activity, but was down 9.6% sequentially. Excluding the company?s business acquisitions, the Electrical segment?s sales dropped 9.2% year over year due to the fall in the revenues accrued from Regal Beloit?s Commercial, Industrial and Asian businesses. The North American residential HVAC motor sales surged 0.4% year over year. The North American commercial and industrial motor sales declined 6.4% year over year in the quarter.

    Net sales in the mechanical segment hiked 2.6% year over year but declined 11.3% sequentially to $71.2 million. Sales from the North America Mechanical segment (the company?s acquired and divested businesses excluded) declined 0.9% from the year-ago quarter. The sales outside the United States decreased 9.4% year over year.

    Margins

    Gross profit in the quarter was $192.6 million, up 7.2% year over year while gross margin increased to 24.7% in the third quarter of 2012 from 24.4% a year ago. Operating margin in the quarter was 10.7% compared to 10.6% in the year-ago quarter and 12.0% in the prior quarter.

    On a segmental basis, the gross margin of the Electrical Segment was 24.5% in the quarter versus 24.0% in the year-ago quarter. The Mechanical Segment?s gross margin declined 100 basis points year over year to 27.2%.

    Operating margin of the Electrical Segment in the quarter was 10.3%, declining from 10.4% in the prior year quarter. Mechanical Segment reported a 14.2% operating margin in the quarter versus 12.7% in the year-ago quarter.

    Balance Sheet and Cash flows

    Exiting the third quarter, Regal Beloit?s cash and cash equivalents were $185.8 million?versus $190.9 million in the previous quarter. Inventories were $594.9 million compared with $583.9 million in the second quarter of 2012. Long-term debt at the end of 3Q12 was $781.7 million versus $899.8 million at the end of the previous quarter.?

    Net cash provided by operating activities in the quarter was $71.8 million compared with $66.7 million in the prior-year quarter. The effective tax rate in the quarter was 24.5% versus 30.3% in the prior year quarter.

    Guidance

    Management expects that the clouded fiscal scenario and weak demand in the market would continue to affect the company?s financial as well as operating performance. However, the company?s HVAC business is expected to improve in the fourth quarter of 2012. Additionally, the company would focus more on its restructuring actions to improve its profitability.

    Regal Beloit expects that the earnings per share (including the restructuring charges of 9 cents per share) will be within the range of 58 cents to 66 cents per share for the fourth quarter of 2012.

    Peavy, White Sox agree to $29 million, 2-year deal

    Pitcher Jake Peavy and the Chicago White Sox agreed Tuesday to a $29 million, two-year contract.

    The right-hander will receive $14.5 million in each of the next two seasons. Peavy could receive a $15 million option for 2015 if he has 400 innings in the next two years, including a minimum of 190 in 2014, and he doesn't finished 2014 on the disabled list.

    Peavy's previous deal included a $22 million option for next season with a $4 million buyout. The buyout will be paid in equal installments from 2016-19.

    The 2007 NL Cy Young Award winner went 11-12 with a 3.37 ERA in 32 starts this year after three injury-riddled seasons.

    Chicago also exercised a $9.5 million option on right-hander Gavin Floyd on Tuesday, declined a $10 million option on right-hander Brett Myers and turned down a $13 million option on third baseman Kevin Youkilis, acquired from Boston in June. Myers gets a $3 million buyout and Youkilis $1 million.

    The Los Angeles Dodgers brought back Brandon League, agreeing to a $22.5-million, three-year deal.

    League, acquired from Seattle at the July trade deadline, went 2-1 with six saves and a 2.30 ERA in 28 appearances with Los Angeles. He was especially effective over the final 1? months of the season, posting a 0.55 ERA in 15 appearances in September and October, sixth-lowest in the National League during that stretch.

    "He's somebody we really thought we needed to have here and to build a bullpen," Dodgers general manager Ned Colletti said.

    League, who was 2-6 with 15 saves and a 3.13 ERA in 74 games with the Dodgers and Seattle this season, will be the designated closer, Colletti said. League has saved 52 games, finished 99, and posted a 2.97 ERA in 139 appearances over the last two seasons

    Detroit exercised a $6 million option on shortstop Jhonny Peralta and a $3.5 million on reliever Octavio Dotel and also extended manager Jim Leyland's contract through next season.

    Atlanta exercised options on catcher Brian McCann ($12 million), right-hander Tim Hudson ($9 million) and left-hander Paul Maholm ($6.5 million).

    Texas declined options on right-handers Scott Feldman ($9.25 million) and Yoshinori Tateyama ($1.2 million).

    Oakland allowed left-hander Dallas Braden and right-hander Joey Devine to become free agents. The pair, who missed 2012 because of injuries, refused minor league assignments.

    The next wave: Google refreshes its Nexus line

    Android CentralThere won't be a launch event, but that doesn't mean launches aren't happening. Google today announced a new Nexus phone, along with a new tablet -- and updated a current one. Here's the breakdown of what you need to know:

    • Nexus 4 by LG: There's not a whole lot about this phone we didn't know, but it's now official. You'll be able to get an unlocked Nexus 4 starting Nov. 13. There's an 8GB version for $299, and a 16GB version for $349. There currently are no LTE versions, but it's coming to T-Mo U.S. on contract. UK prices start at £239.
    • Nexus 7 refreshed: This guy's been around for a few months now. The bottom end is now a 16GB version for $199, and 32GB for $249. You can find it in various retailers already.
    • Nexus 10 announced: Samsung's back with a 10-inch Nexus tablet. Pure Google. It's running $399 for a 16GB version, and $499 for a 32GB model. It'll be available Nov. 13 in the U.S., UK, Australia, France, Germany, Spain, Canada and Japan. In the UK, prices start at £319.
    • Android 4.2: And, of course, we've got a new update to Android. It's still called Jelly Bean. New features include "photo sphere" for the camera, which basically is a 360-degree panorama. The keyboard's gained gesture typing and improved prediction. There's a new "Daydream" feature for when your device is docked. Tablets get support for multiple users. And that's just the tip of the iceberg.

    Ford profit beats forecasts on record North America margins

    DETROIT (Reuters) - Ford Motor Co on Tuesday posted a third-quarter profit that trounced expectations due to higher vehicle prices worldwide and record-high profit margins of 12 percent in North America.

    The No. 2 U.S. automaker posted an operating profit of $2.2 billion, or 40 cents per share, beating the average estimate of 30 cents per share, according to Thomson Reuters I/B/E/S.

    Third quarter revenue fell 3 percent to $32.1 billion, better than the $30.9 billion expected by analysts. Net income in the quarter was about $1.6 billion, or 41 cents a share, on par with results from last year.

    Worldwide, Ford earned $800 million more in pricing compared to last year. Half of the pricing increase came from North America, where Ford earned more than $2 billion and posted margins over 10 percent for the third quarter in a row.

    "To me, the story isn't just the results in the quarter, but the consistency of the results," Chief Financial Officer Bob Shanks told reporters.

    Ford expects to U.S. auto sales will be 14.7 million this year. Ford's strength in North America has offset a sharp industry downturn in Europe and its lagging position in growth markets in Asia, especially China.

    In the third quarter, Ford earned about $2.3 billion in North America and saw operating margin of 12 percent, a record for the region. Contribution costs, which includes the cost of commodity hedging, fell by $500 million.

    "Twelve percent segment margins is just insane," said Jefferies analyst Peter Nesvold, who has a "buy" rating on Ford. He added: "It is hard to believe that any OEM can sustain 12 percent segment margins over the long term."

    In Europe, Ford lost $468 million in Europe, where auto sales are at their lowest level in nearly 20 years.

    Ford expects to lose at least $3 billion in Europe over the next two years, including at least $1.5 billion this year. In the first nine months of 2012, Ford lost a little more than $1 billion in the region.

    Last week, Ford announced three plant closures in Europe to cut costs by as much as $500 million and signaled a willingness to do more if needed.

    NASA examines Hurricane Sandy as it affects the Eastern U.S.

    ScienceDaily (Oct. 29, 2012) ? On Monday, Oct. 29, Hurricane Sandy was ravaging the Mid-Atlantic with heavy rains and tropical storm force winds as it closed in for landfall. Earlier, NASA's CloudSat satellite passed over Hurricane Sandy and its radar dissected the storm get a profile or sideways look at the storm. NASA's Aqua satellite provided an infrared view of the cloud tops and NOAA's GOES-13 satellite showed the extent of the storm. The National Hurricane Center reported at 11 a.m. EDT on Oct. 29 that Hurricane Sandy is "expected to bring life-threatening storm surge and coastal hurricane winds plus heavy Appalachian snows."

    CloudSat Provides a Profile of Hurricane Sandy

    To understand the structure, extent and behavior of Sandy, NASA's CloudSat passed over Sandy at 1832 UTC (10:32 a.m. EDT) on Saturday, Oct. 27, 2012, when the storm was about 335.5 miles (540 km) southeast of Charleston, S.C. CloudSat data was used to create a profile image of Hurricane Sandy by Shigeru Suzuki at NASA's Jet Propulsion Laboratory, Pasadena, Calif.

    At the time of the image Sandy's maximum sustained winds were near 75 mph and Sandy had a minimum pressure of 961 millibars making the storm a Category 1 hurricane. Hurricane Sandy was moving slowly to the northeast at 11 mph almost parallel to the southeast United States coast and directly traversing the Gulf Stream.

    CloudSat passed over Sandy just west of the hurricane's inner core. Light to moderate precipitation associated with parts of the outer bands of Hurricane Sandy were moving on shore into parts of North Carolina where CloudSat intersected the system. CloudSat showed heavier showers and thunderstorms further south and east of the Atlantic coastline over the open water.

    "The CloudSat signal tends to attenuate or dampen in these areas of heavier convection when rain drops become larger than 3 mm (0.11 inch) in diameter," said Natalie Tourville, a researcher who works with CloudSat data at the Cooperative Institute for Research in the Atmosphere at Colorado State University, Fort Collins, Colo. "The cloud shield associated with Hurricane Sandy extended well over 1,000 km from the storm center covering parts of eastern Kentucky and Tennessee and Virginia and West Virginia with mid and high level cloudiness areas of cirrus and altocumulus," she said.

    Sandy Pounding the Mid-Atlantic on Oct. 29

    On Oct. 29 at 1 a.m. EDT the National Hurricane Center (NHC) noted that the center of Hurricane Sandy was located near latitude 37.5 north and longitude 71.5 west. This was about 260 miles (415 km) south-southeast of New York City, and 205 miles (330 km) southeast of Atlantic City, N.J. Sandy was moving north-northwest at 18 mph. Maximum sustained winds have increased to 90 mph (140 kph).

    According to the National Hurricane Center, hurricane-force winds extend outward up to 175 miles (280 km) from the center and tropical-storm-force winds extend outward up to 485 miles (780 km). Sustained tropical-storm-force winds are occurring along the coasts of southern New Jersey, Delaware, and eastern Virginia, and extend as far inland as the central and southern Chesapeake Bay.

    The minimum central pressure estimated from hurricane hunter Aircraft data is 943 millibars, which dropped from 946 millibars at 8 a.m. EDT. A drop in atmospheric pressure indicates intensification.

    NHC noted that surge-related flooding depends on the relative timing of the surge and the tidal cycle and can vary greatly over short distances. Because of Sandy's large wind field, elevated water levels could span multiple tide cycles resulting in repeated and extended periods of coastal and bayside flooding. Dangerous surf conditions will continue from Florida through New England for the next couple of days.

    NOAA's GOES-13 Satellite Shows Sandy's Extent

    NOAA's GOES-13 satellite captured a visible image of Hurricane Sandy battering the U.S. East coast on Monday, Oct. 29 at 9:10 a.m. EDT that showed the immense extent of the storm. The image was created by the NASA GOES Project at NASA's Goddard Space Flight Center, Greenbelt, Md. Tropical Storm force winds extend almost 500 miles from the center making it almost 1,000 miles in diameter.

    Other watches and warnings for gale, storm and high winds are in force to the north of the tropical storm warning area and issued by the National Weather Service. Hurricane local statements have also been issued for those areas under tropical storm warning.

    NASA's Aqua Satellite Infrared Data Shows Sandy's Strength

    Infrared satellite imagery provides temperature data to forecasters that identify the cloud heights and strength of different parts of a storm. Basically, the higher the cloud top is, the colder the temperature, and the stronger the storm. Strongest storms have the potential for the heaviest rainfall rates.

    To measure those cloud top temperatures, NASA uses the Atmospheric Infrared Sounder (AIRS) instrument aboard NASA's Aqua satellite. The AIRS instrument captured infrared imagery of Hurricane Sandy on Monday, Oct. 29 at 0711 UTC (3:11 a.m. EDT) that showed some strong thunderstorms and the extent of Sandy's reach from the Carolinas into the Ohio Valley and eastern Canada. The thunderstorms in the purple areas were reaching high into the troposphere where cloud top temperatures are as cold as -63 Fahrenheit (-52 Celsius).

    Winds from Hurricane Sandy

    At 11 a.m. EDT on Oct. 29, the National Hurricane Center said that Hurricane-force winds are expected along the U.S. East Coast between Chincoteague, Va.and Chatham, Mass. This Includes the Tidal Potomac from Cobb Island to Smith Point, the middle and upper Chesapeake Bay, Delaware Bay and the coasts of the northern Delmarva Peninsula, New Jersey, the New York City area, Long Island, Connecticut and Rhode Island.

    Tropical-storm-force winds are expected north of Chatham to Merrimack River Mass., the lower Chesapeake Bay and south of Chincoteague, Va. to Duck, N.C., the northern endpoint of the Tropical Storm Warning.

    Rain and Snow Expected from Sandy

    Hurricane Sandy is expected to bring heavy rainfall to the Mid-Atlantic and northeastern U.S., and snowfall to the mountain areas.

    The National Hurricane Center bulletin on Oct. 29 at 8 a.m. EDT, noted that rainfall totals of 3 to 6 inches are expected over far northeastern N.C. with isolated maximum totals of 8 inches possible. Rainfall amounts of 4 to 8 inches are expected over portions of the Mid-Atlantic States, including the Delmarva Peninsula with isolated maximum amounts of 12 inches possible. Rainfall amounts of 1 to 3 inches with isolated maximum amounts of 5 inches are possible from the southern tier of New York state northeastward through New England.

    Snowfall is another expectation from Sandy as Arctic air sits to the west. Blizzard warnings are posted from western Maryland to southwestern Virginia today. Snow accumulations of 2 to 3 feet are expected in the mountains of W.Va. with locally higher totals today through Wed., Oct. 31. Between 1to 2 feet of snow is expected in the mountains of southwestern Va. to the Ky. Border with 12 to 18 inches of snow in the mountains near the N.C. and Tenn. border and in the mountains of Western Md.

    Researchers engineer cartilage from pluripotent stem cells

    ScienceDaily (Oct. 29, 2012) ? A team of Duke Medicine researchers has engineered cartilage from induced pluripotent stem cells that were successfully grown and sorted for use in tissue repair and studies into cartilage injury and osteoarthritis. The finding is reported online Oct. 29, 2012, in the journal the Proceedings of the National Academy of Sciences, and suggests that induced pluripotent stem cells, or iPSCs, may be a viable source of patient-specific articular cartilage tissue.

    "This technique of creating induced pluripotent stem cells -- an achievement honored with this year's Nobel Prize in medicine for Shimya Yamanaka of Kyoto University -- is a way to take adult stem cells and convert them so they have the properties of embryonic stem cells," said Farshid Guilak, PhD, Laszlo Ormandy Professor of Orthopaedic Surgery at Duke and senior author of the study.

    "Adult stems cells are limited in what they can do, and embryonic stem cells have ethical issues," Guilak said. "What this research shows in a mouse model is the ability to create an unlimited supply of stem cells that can turn into any type of tissue -- in this case cartilage, which has no ability to regenerate by itself."

    Articular cartilage is the shock absorber tissue in joints that makes it possible to walk, climb stairs, jump and perform daily activities without pain. But ordinary wear-and-tear or an injury can diminish its effectiveness and progress to osteoarthritis. Because articular cartilage has a poor capacity for repair, damage and osteoarthritis are leading causes of impairment in older people and often requires joint replacement.

    In their study, the Duke researchers, led by Brian O. Diekman, PhD, a post-doctoral associate in orthopaedic surgery, aimed to apply recent technologies that have made iPSCs a promising alternative to other tissue engineering techniques, which use adult stem cells derived from the bone marrow or fat tissue.

    One challenge the researchers sought to overcome was developing a uniformly differentiated population of chondrocytes, cells that produce collagen and maintain cartilage, while culling other types of cells that the powerful iPSCs could form.

    To achieve that, the researchers induced chondrocyte differentiation in iPSCs derived from adult mouse fibroblasts by treating cultures with a growth medium. They also tailored the cells to express green fluorescent protein only when the cells successfully became chondrocytes. As the iPSCs differentiated, the chondrocyte cells that glowed with the green fluorescent protein were easily identified and sorted from the undesired cells.

    The tailored cells also produced greater amounts of cartilage components, including collagen, and showed the characteristic stiffness of native cartilage, suggesting they would work well repairing cartilage defects in the body.

    "This was a multi-step approach, with the initial differentiation, then sorting, and then proceeding to make the tissue," Diekman said. "What this shows is that iPSCs can be used to make high quality cartilage, either for replacement tissue or as a way to study disease and potential treatments."

    Diekman and Guilak said the next phase of the research will be to use human iPSCs to test the cartilage-growing technique.

    "The advantage of this technique is that we can grow a continuous supply of cartilage in a dish," Guilak said. "In addition to cell-based therapies, iPSC technology can also provide patient-specific cell and tissue models that could be used to screen for drugs to treat osteoarthritis, which right now does not have a cure or an effective therapy to inhibit cartilage loss."

    In addition to Guilak and Diekman, study authors include Nicolas Christoforou; Vincent P. Willard; Alex Sun; Johannah Sanchez-Adams; and Kam W. Leong.

    Maryland is supposedly one of the most progressive states in the country. One can make one?s own calculations about what it means that such a state is ready to wholeheartedly embrace government-sanctioned gambling as the easy and cowardly solution to its fiscal problems, despite the fact that the populations most harmed by gambling are the very people good progressives are supposed to care about most. My assessment is that resorting to gambling for state revenue is irresponsible, callous, venal and hypocritical. But an unholy alliance of cynical liberals, who argue for gambling because its ill-gotten tax revenue will support education (and we all know that the more money you pay teachers, the better educated our children will be), greedy business interests, and libertarians, who regard gambling as ?victimless,? is now poised to add casino table gambling to the state?s sanctioned traps for its poor, desperate, dumb, corrupt and addicted. should Maryland?s voters approve ?Question 7? on the ballot November 6th.

    How progressive.

    Gambling is not victimless. I had an uncle, my lovable, charming, stupid Uncle Charlie, who worked like a dog as a truck driver and blew much of his paycheck every month on legal greyhound racing, where dogs chase a fake rabbit around a track and those that lose too often are killed and turned into landfill. Charlie?s wife and children seldom saw him, because he had to work extra hours to make up for the money he had blown, and then, of course, he gambled away that money too. His family was always poor, his kids grew up bitter and hard, and his entire family was routinely miserable. There are millions of Charlies, and a lot of them end up criminals, destitute, or dead, wrecking lives, futures and businesses along the way. We also end up having to pay for their poor, addicted choices, in the form of various forms of taxpayer-funded public support.

    Maryland and the vast majority of states accepted the devil?s bargain of sucking revenue out of the foolish and gullible in exchange for creating more Uncle Charlies when they took over the neighborhood numbers rackets and started running their own lotteries. This meant, of course, that they had to also run despicable ad campaigns designed by behavioral experts to induce more people, poor people, to regularly raid their meager weekly income for the faint chance to become rich beyond their wildest dreams. The ads don?t tell the potential players to take the money they would have spent to play ?Pick Six? or ?Lucky Lotto? or? ?Super Payday? and put it in a bank account, so they could begin saving to send their kids to college, or start a business, or buy some land?oh no. Because the state?s elected leaders want its vulnerable citizen to lose that money, so the craven officials don?t have to face the consequences of raising taxes on those scary voters who should be paying more for education, and who have the resources to do so.

    Meanwhile, by running gambling operations themselves, the state now officially pronounces gambling legal, desirable and good. This is a core function of government (one that libertarians deny and detest), the job of delineating the moral and ethical values of society by its laws, conduct and policy. If the government and its leaders not only permit harmful conduct, but engage in it and urge citizens to engage in it to, they have pronounced that conduct good. This is called irresponsible and reckless leadership.

    It is also called corruption.

    Seeing how much revenue the state could bring in by encouraging minimum wage workers to spend five dollars a day on the gazillion to one chance of winning a 60 million dollar jackpot (?You have to play to win!?)?and knowing, but not telling, that if one of them does win, the odds say that the bonanza will a) last less than five years and b) ruin him?it was a natural progression for Maryland to allow slot machines. Slot machines are a vicious money-stealing device that use Skinnerian psychology to induce victims to throw away vast amounts of money in small amounts, for the pleasure of a moronic game made ?exciting? by bells, lights, bright colors, and carefully programmed pay-off schedules. Anyone who can wander through the slot machine section of a casino at 2 am, seeing the shabbily dressed, dead-eyed players pushing buttons and pulling levers, and not be sickened and depressed is either spiritually dead, Robert DeNiro or a Maryland state legislator.

    That income, raised at such a cost to the vulnerable citizens that this progressive state and its voters care so, so deeply about, was still not enough, since it was quickly spent by legislators on other projects that the state couldn?t afford. So naturally the next step is casino gambling. Maryland?s sensitive Democratic governor, Martin O?Malley, is all for it. Do not doubt that after casino gambling is approved by the people of the state that has already pronounced gambling* good and virtuous, the next revenue grabs will be in the form of state run prostitution and recreational drugs. The state will have officially become the Corleone Family, and will endorse and foster the same moral code and ethical values that made Sonny, Michael and Fredo so happy and successful. Ah, but will the schools be better?

    Of course not.

    Last week, the Washington Post endorsed Maryland?s casino gambling scheme, in a depressing editorial that should be used in ethics classes as a perfect example of how the slippery slope works, and how principles yield to the seductive logic of ?we already did the wrong thing; we might as well go all the way.?

    ?The real question for Marylanders is this,? reasoned the Post. ?Having already approved five casinos in a 2008 referendum, why not agree to a modest expansion that would generate tens of millions more in annual tax revenue for the state, keep gambling proceeds from leaching into neighboring states such as West Virginia and create several thousand new jobs in the bargain??

    No, the real questions is this: is the road to increased government approval, endorsement and encouragement of gambling as a means of raising income at great social cost a road a responsible public should travel?

    ?Since Maryland embarked on slots-only casinos four years ago, three of its four neighbors ? Pennsylvania, Delaware and West Virginia ? have upped the ante by allowing table games at their casinos. At the biggest neighboring venue, the gargantuan Hollywood casino in Charles Town, W.Va., at least a third of the customers come from Maryland. Whether or not gambling appeals to you, that?s the economic and competitive reality.?

    So the Post?s reasoning comes down to this: Gambling should be approved because everybody?s doing it and making money from it, so Maryland might as well too. This what passes for ethical policy advocacy in 2012.

    ?We long opposed gambling in Maryland. That position was rendered moot by the 2008 referendum, when 59 percent of state voters approved the five casinos?The arguments against expanding gambling aren?t illegitimate, but they?re unconvincing given how the debate and the reality have evolved. It?s true that slot machines amount to a regressive tax, hurting poor people who can ill afford to play and lose. But table games ? the main new element at stake in the referendum ? attract more high-rollers than lunch-bucket gamblers.?

    What kind of reasoning is this? It articulates an amoral and non-ethical philosophy. The position that state run gambling is wrong, or that anything that one believes is wrong is wrong, is not ?rendered moot? by a majority decision to do it anyway!? That is never the case. What if abolitionists took such a position regarding the Fugitive Slave Act? How about women?s suffrage? Child labor? Prohibition? Jim Crow? Segregation? Miscegenation laws? If state run gambling is wrong and harmful, and it is, it remains so. Advocating an expansion of unethical conduct because it is already underway shows complete ethical rot. Stepping on a slippery slope is foolish; leaping down it because it?s there is mindless.

    This is how societies corrupt their values, and ours.

    * Excuse me, gaming. A sure sign that advocates of conduct know, in their heart of hearts, that it is dead wrong is when they carefully construct misleading words to minimize the conduct?s true character. ?Gaming? has been the word employed by pro-gambling lobbyists to inflict gambling on the public, because it doesn?t suggest that inducing people to lose money is at the whole objective of the activity. But nobody ever lost their home, business or family playing Clue.

    Obama's allure fades among venture capitalists

    SAN FRANCISCO (Reuters) - Venture capitalists are proving a less reliable source of cash for President Barack Obama during this election, according to fundraising data, even though he has raised a record amount of cash overall.

    Through September 30, Obama collected $552,758 from these deep-pocketed investors who provide startup money to firms, less than half his total through that time in 2008.

    Romney has raised $860,827 from venture capitalists, an indication of his support amongst the investment community in the neck-and-neck race, according to data from the Center for Responsive Politics.

    Most of the venture capitalists who gave to Obama last election but not this year did not comment for this article, making it hard to know their exact reasoning. Generally speaking, many venture capitalists say they are disappointed with Obama's support of technology.

    And this time, Obama is up against a candidate with years running private-equity firm Bain Capital.

    "He completely understands what it's like to be in business, which makes him very attractive to people like me," said Marc Andreessen, co-founder of venture-capital firm Andreessen Horowitz, on CNBC earlier this year, to explain his switch in allegiance to Romney.

    Andreessen, who backed Obama four years ago, has given $5,000 each to Romney and his vice presidential nominee, Paul Ryan; $100,000 to the pro-Romney group Restore Our Future; and tens of thousands to other Republican candidates and groups. Records show no donations to Obama. A spokeswoman for Andreessen declined to comment.

    Bob Nelsen, co-founder of Arch Venture Partners in Seattle, said he switched from supporting Obama financially in 2008 to supporting Romney in 2012 because his primary loyalty is not to any one politician. Instead, it is to the technology economy, which he wishes the administration had supported more.

    "The first time around there was a lot of emotion and hope, and now it's a lot about rationality and deeds," he said. "Show me the deeds, show me the leadership." He has given a total of $5000 to Romney.

    Though Romney is handily beating Obama in venture capitalist fundraising, the two candidates are running a close race in terms of overall cash gathered.

    Obama's campaign and allied Democratic Party organizations have raised about $988 million over the course of the campaign. The Romney campaign and related Republican party organizations have raised $919.4 million.

    Raising Romney's appeal with venture capitalists may be his support for capping the U.S. capital-gains tax on investment income at 15 percent. Obama wants to raise it for wealthier taxpayers.

    Obama also wants to eliminate a tax break many venture capitalists benefit from known as the carried-interest tax break. That break affects taxes on their share of the profits from their investments, known as carried interest. Venture capitalists pay the capital-gains rate on carried interest instead of income taxes, which would typically be higher.

    Individually, several prominent venture capitalists who gave to the Obama campaign in the 2008 cycle seem to have taken a pass this time, with their names not appearing on lists of donors made available by the Federal Elections Commission.

    Names in that category include Accel Partners' Jim Breyer, a noted early Facebook backer; Kleiner Perkins Caufield & Byers' Ted Schlein, who backed Jive Software; and the Foundry Group's Brad Feld, co-founder of start-up program TechStars. Bryer, Feld and Schlein did not respond to emailed requests for comment.

    Last time, Obama's VC donations totalled $1.2 million while challenger John McCain's totalled $574,250. Comparisons with that race are not clear cut because McCain accepted public financing. That limits the types of contributions a candidate can take.

    The industry's money moves may not all come down to the issues, said Mark Heesen, head of the National Venture Capital Association. He believes that by their nature, venture capitalists constantly think about disrupting the status quo.

    "Your mindset is to look at the challenger as opposed to the incumbent," he said. "That is ingrained in a venture capitalist."

    Nine colorful and endangered tree-dwelling tarantulas discovered in Brazil

    ScienceDaily (Oct. 30, 2012) ? Arboreal tarantulas are known from a few tropical places in Asia, Africa, South and Central America and the Caribbean. These tarantulas generally have a lighter build, thinner bodies and longer legs, better suited for their habitat. They have increased surface area at the ends of their legs, allowing them to better climb different surfaces, while their light build makes them more agile.

    Their core area is the Amazon, from where most of the species are known and normally very common, living in the jungle or even in house's surroundings. Now, nine new species were described from Central and Eastern Brazil, including four of the smallest arboreal species ever recorded.

    The study was performed by Dr Rog?rio Bertani, who is a tarantula specialist and a researcher at the Instituto Butantan in Sao Paulo, Brazil. His results have been published in the open access journal ZooKeys.

    "Instead of the seven species formerly known in the region, we now have sixteen," said Dr Bertani. "In a resurrected genus with a mysterious single species known from 1841, we have now five species." "These are the smallest arboreal tarantulas in the world, and their analysis suggests the genus to be very old, so they can be considered relicts of a formerly more widely distributed taxon."

    Other discoveries include new species of tarantulas living inside bromeliads. "Only a single species had been known to live exclusively inside these plants, and now we have another that specialized in bromeliads as well." A further species was found at the top of table mountains where trees are rare. "This species also inhabits bromeliads, one of the few places for an arboreal tarantula to live that offer water and a retreat against the intense sunlight" he says.

    The discovery of all these new species outside the Amazon was unexpected and illustrates how little we know of the fauna surrounding us, even from hot spots of threatened biodiversity like the Brazilian Atlantic Rainforest and the Cerrado (a kind of savannah vegetation). These species are highly endemic and the regions where they live are suffering high pressure from human activities. Therefore, studies for their conservation are necessaries. Furthermore, all these new species are colorful, which could attract the interest for capturing them for the pet trade, constituting another threat.

    50 homes burn as six-alarm blaze hits Queens

    About 170 firefighters were called to the scene in Breezy Point, Queens, where at least 50 homes have caught fire. MSNBC's Chris Jansing reports.

    NEW YORK -- At least 50 homes were ablaze in Queens early Tuesday as crews battled a six-alarm fire.

    Officials said the fire was reported at about 11 p.m. ET Monday in a flooded Zone A area.?At least two dozen homes have been destroyed.

    A fire department spokesman said that almost 200 firefighters were at the scene in the Breezy Point section of the Rockaway peninsula in Queens.?Fire officials would not confirm any injuries.

    The cause of the fire was not immediately known.

    Weather? What weather? Google has announced the Nexus 10, a Samsung-made 10.05-inch tablet that appears to share a lot of DNA with the Galaxy Tab 2 10.1. Android chief Andy Rubin revealed that the device will be packing a 2,560 x 1,600 display, promising a pixel density of 300 ppi. Google has also indicated that the Nexus 10 will crank out nine hours of continuous video playback and 500 hours of standby on its 9,000mAh lithium polymer battery. Of course, no new tablet would be complete without a new operating system, and while we'll still be calling it Jelly Bean, it's now been bumped all the way up to Android 4.2.

    The official specifications match those that were leaked late last week, and inside the device is a dual-core, Cortex A15-based 1.7 GHz Samsung Exynos 5250 CPU. In addition, there's a Mali T604 GPU, stereo speakers, 2GB of RAM, NFC, 802.11 b/g/n (MIMO + HT40) WiFi, Bluetooth 4.0, with front-and rear NFC (Android beam) radios. 'Round back you'll find a 5-megapixel main camera and a 1.9-megapixel forward-facing shooter. Weighing 603 grams, it's 8.9mm thick and offers microUSB, Pogo Pin, microHDMI and the standard 3.5mm headphone jack. It'll be available from November 13th on Google Play in the US, UK, Australia, France, Germany, Spain, Canada and Japan -- with the 16GB edition costing $399 (£319 in the UK) and the 32GB version setting you back $499 (£389).

    Denver racks up 530 yards as Manning (305 passing yards), RBs (205 yards) thrive

    DENVER - A dinged-up right thumb wasn't enough to throw Peyton Manning off his game, and to no one's surprise, neither was the New Orleans Saints' defense.

    Despite banging his throwing thumb on an opponent's helmet in the second quarter Sunday night, Manning passed for 305 yards and three scores, led a pair of 90-plus-yard touchdown drives and easily outplayed Drew Brees to lead the Denver Broncos to a 34-14 victory over the Saints.

    Manning surpassed the 300-yard mark for the fifth straight time to match his personal best and set a franchise record for Denver (4-3). He completed 22 of 30 throws for a passer rating of 138.9. Willis McGahee ran for 122 yards and a score for the Broncos, who won two in a row for the first time this season and took sole possession of first place in the AFC West.

    The Broncos gained 530 yards - a season high - against the NFL's worst defense, which came in allowing more yards (2,793) over the first six games of a season than any team since 1950.

    New Orleans (2-5) was hoping to get a boost from the return of linebackers-turned-interim head coach Joe Vitt from his six-game suspension for the team's bounty scandal. All he can do is stand on the sidelines, though, and linebacker Jonathan Vilma - another Saint implicated in the scandal - returned to the starting lineup, but he couldn't plug the holes, either.

    The Broncos' defense, meanwhile, held Brees and the league's top passing offense to 213 yards and two scores, the second marking the first points Denver has allowed in the fourth quarter since opening week.

    Linebacker Wesley Woodyard did extensive damage, finishing with 13 tackles, one sack, one forced fumble and one interception, when Vitt chose to go for it on fourth-and-2 from the Denver 47 early in the second quarter with the game tied at 7.

    Manning answered with a 56-yard drive for the go-ahead touchdown, capped on a 13-yard pass to Eric Decker, who was all alone when Jabari Greer slipped. Decker celebrated by spiking the ball a good 10 rows into the stands.

    A bit later, Manning dinged his thumb while completing a 23-yard pass to Decker, leaving a trace of blood across the quarterback's thumb. Manning handed off the next four plays and the Broncos settled for a field goal before halftime. But when Manning returned for the third quarter, he warmed up with no trouble and showed no signs of injury.

    He then answered any questions by going 4 for 4 to start the third quarter, moving the Broncos 93 yards and capping it with a 1-yard pass to Demaryius Thomas for a 24-7 lead.

    Thomas finished with seven catches for 137 yards. Decker also caught a 2-yard touchdown pass early in the fourth quarter for a 31-7 lead. He finished with 43 yards receiving.

    Denver's first scoring drive opened at the 2 and began with four straight runs by McGahee for gains of 4, 12, 7 and 3. That set up play action and Manning hit Thomas for 41 yards. Five plays later, Manning dropped back, peaked through the crowded line and somehow picked out McGahee among all the big men clogging things up. That little flip screen was good for 14 yards and set up McGahee's 1-yard touchdown run to open the scoring.
