Saudi Arabia reports 3 more deaths from new virus

RIYADH, Saudi Arabia (AP) ? Saudi Arabia has reported that three more people have died from a new respiratory virus related to SARS, bringing the total number of deaths globally to 30.

The Ministry of Health said Thursday the three deceased, ranging in age from 24 to 60, had chronic diseases, including kidney failure. It says they were hospitalized a month ago.

The Ministry also announced a new case of the respiratory virus called MERS, bringing to 38 the number of those infected in the kingdom. It identified the afflicted person only as a 61-year-old from the Al-Ahsa region where the outbreak in a health care facility started in April.

The World Health Organization said the new germ, a respiratory infection, was first seen in the Middle East and sickened more than 49 people worldwide.

Kenya police kill terrorist linked to al-Shabab

MOMBASA, Kenya (AP) ? A Kenyan police official says the country's anti-terrorism police have killed a wanted terrorist and recovered a cache of weapons in the port city of Mombasa.

Police official Boniface Mwaniki said Sunday that Khalid Ahmed was trailed by police from the capital Nairobi to Mombasa where he was killed in a dawn exchange of fire at his mother's house. Mwaniki says the Somali national sneaked into Kenya from Somalia where he had undergone paramilitary training.

Mwaniki said police recovered a hand grenade, a pistol and ammunition inside the house. He said some police officers were wounded in the shootout with Ahmed.

Kenya has had a growing terror problem since 2011 when it sent its troops to fight Islamic militants inside Somalia. Al-Shabab has since then staged retaliatory attacks inside Kenya.

Samsung teases new Galaxy and ATIV devices for upcoming London event

On this quiet Monday, Samsung decided to do a little teaser for its upcoming "Premiere 2013" roadshow event in London on June 20th. The above poster only mentions "Galaxy & ATIV," which suggest the event will mainly feature Android and Windows-based devices. The remaining tiles show partial shots of three mysterious devices -- possibly a tablet or phone, a convertible laptop (à la Sony VAIO Duo 11) and a camera (maybe the rumored Galaxy S 4 Zoom?). Obviously, we'll be at the event to solve this mystery, so stay tuned for more.

Mo. highway buckles after rail cars hit overpass

CHAFFEE, Mo. (AP) ? A highway overpass in southeast Missouri collapsed early Saturday when rail cars slammed into one of the bridge's pillars after a cargo train collision, authorities said. Seven people were injured, though none seriously.

The bridge collapsed after a Union Pacific train hit the side of a Burlington Northern Santa Fe train at a rail intersection. Derailed rail cars then hit columns supporting the Highway M overpass, causing it to buckle and partially collapse.

The National Transportation Safety Board launched an investigation into the cause of the cargo train collision, which happened about 2:30 a.m. near Chaffee, a town of about 3,000 southwest of Cape Girardeau.

Only two vehicles were on the overpass at the time. Five people in the vehicles were taken to Saint Francis Medical Center in Cape Girardeau, as were a Union Pacific train conductor and an engineer. All seven had been released by Saturday afternoon, hospital spokeswoman Felecia Blanton said.

"You're driving down the road and the next thing you know the bridge is not there. ... It could have been really bad," Scott County Sheriff Rick Walter said.

The crash derailed about two dozen rail cars hauling scrap metal, automobiles and auto parts, tossing them into the overpass' support columns. The highway was shut down for about 8 miles from Scott City to Chaffee.

The overpass was about 15 years old and in good condition but just couldn't withstand the impact from the rail cars, Walter said.

Two 40-foot sections of the overpass buckled while two cars were on the roadway, sending the cars into the edges of the collapsed sections. A diesel fire also broke out in one of the locomotives after the collision, but was quickly extinguished, Walter said.

When Blanton heard about the crash, she immediately went online and saw video footage of the scene and was bracing for the worst, Blanton said. She said it was "a real blessing" that the injuries were relatively minor, the most serious being a fracture.

"If you look at the pictures, they're very dramatic, and there are no serious injuries," she said. "So it's amazing."

Walter said Deputy Justin Wooten was among the first at the scene and pulled the two Union Pacific employees out of the wrecked engine, which became lodged next to the train's second engine. That engine began burning after the crash.

"We're very fortunate he was there," Walter said. He said all seven people injured were already out of the wreckage when he arrived about 15 minutes after the crash was reported.

"People were talking; they were coherent. They understood what was happening," Walter said.

The cars on the overpass "took a really bad hit" when they collided with the bridge sections, but "they stayed on all four tires and they just hit and landed and that was it," he said.

The accident came more than a week after a commuter train derailment in Connecticut that injured 70 people and disrupted service for days. That accident involved a railroad used by tens of thousands of commuters north of New York City.

In Washington state this past week, a bridge collapsed when a truck driver's load bumped against the steel framework.

NTSB board member Robert Sumwalt said while the investigations into both collapses are in the early stages "there is no similarity" between the Missouri accident and the bridge collapse in Washington, which sent two vehicles and three people falling into the chilly water.

He noted that the Missouri bridge was rated "good" after it was last inspected in February.

"This was not because of any lack of integrity of the bridge in southeast Missouri, but because of a train that derailed and had a bunch of rail cars slamming around, which knocked down a pier, which allowed the bridge to collapse," he said.

"If you just look at the facts, there is no relationship other than some external object caused each of these bridges" to collapse, he added.

The Union Pacific train involved in the collision was carrying primarily automobiles or auto parts from Illinois to Texas, said UP spokeswoman Calli Hite. She said about a dozen UP railcars derailed.

Hite said there was no estimate yet on the amount of damage to the roadway or the rail cars.

BNSF spokesman Andy Williams said about 12 cars on the 75-car BNSF train derailed. The BNSF crew was not hurt.

Sumwalt said NTSB investigation will include routine testing of railroad employees for drugs and alcohol, testing the track and nearby rail signals and reviewing video footage from the front of the train in an effort to determine the likely cause. The NTSB will also review the bridge's design.

How To Make Money Online Using Internet Marketing Programs ...

Starting a program in online marketing can prove to be quite complicated, but it can be easier than you expect. Technological innovations can help you create that network of referrals, without great time or expense. The following article will help you begin an effective internet marketing program and offer tips and advice for success.

Use the following affiliate marketing techniques to help you make money sites for passive income.

Make sure you understand how order tracking works with the affiliates that you have chosen. Some companies allow orders to be made my mail or phone. Those orders are only connected to an affiliate ID if actively mentioned. In these scenarios, you could miss out on commissions.

Be upfront about your use of web marketing, and observe the impact it has on the behavior of your audience. Be up front and honest with your customers, as they will respect you more for it. Your site visitors will respond well if they understand the service you are providing: you are giving them good connections to pursue something they desire. Understanding this will make them want to use your links.

Try out secret link systems. You can use techniques to infiltrate the text with affiliate links without being obvious about it. Use these thechniques, but never try to trick your readers. You can keep readers from being unhappily surprised by providing a clear context for each link.

If your website is sports-related, you already know what your visitors are going to be interested in. Sports-related websites would be the most beneficial places to which you should link. Your customers will most likely look at a link relevant to the info you have on your website.

If you have a sports related website, make sure the content is also sports related, as this is what your viewers are going to be expecting to see. Putting a link leading to a completely unrelated affiliate won?t be nearly as effective as a link to something related to sports. Having link that are relevant to your target audience is always more effective.

In order to make sure the money gets where it needs to be, you need to consider affiliate companies that provide different payment options. Some programs offer different payment options such as PayPal and AlertPay. Others only mail a check when sales reach a given amount.

Maximize business profits by signing up with online marketing companies. Affiliate promotion is one of the most popular ways of advertising, because of the number of people who click links. You should look for some things in an affiliate program such as type of payments received, ease of site navigation, and it?s popularity.

Limit your business dealings to affiliate companies that are fair and generous. You should not partner with a company who is offering a commission that is less than 20% for items sold. Affiliate companies that treat their workers fairly know that good commissions attract quality workers and more business.

Use your marketing articles to entice the audience that will be interested in the products sold by your affiliate partners. You can get away with using indirect high-volume methods with low click-through rates for inexpensive products. For instance, selecting a rather expensive product will require you to focus on convincing customers more than working with volumes.

You need to be quite aware of who your target audience is in online marketing. It is necessary to keep striving to satisfy the expectations of your targeted groups. Research what draws them to your site. Which products, articles or other content are they viewing?

If you utilize banner ads, make one that has a trivia question which can only be answered by visiting your site. It will be hard for many people to resist. If someone answers correctly, give them a freebie.

Affiliate marketing is a rewarding process if done right, not just for the amount of profits it generates, but also for the amount of knowledge you offer your customers. Keep in mind that for online marketing to be successful, you must invest your time in order to create provocative and stimulating material that will make you more popular than others in your field. Should you act on this, you will attain success in marketing online.

'Black widow' suicide bomber injures 18 in Russia's Dagestan region

A female suicide bomber blew herself up in the southern Russian region of Dagestan on Saturday, injuring at least 18, including two children and five police officers, authorities said. The attacker was later identified as a widow of two Islamic radicals killed by security forces.

It was the first suicide bombing in Dagestan since the Boston Marathon attacks last month. The Tsarnaev brothers suspected of carrying out those blasts are ethnic Chechens who lived in this turbulent Caucasus province before moving to the U.S. Tamerlan Tsarnaev, the elder brother who was killed in a shootout with police days after the April 15 bombings, spent six months in Dagestan in 2012.

Dagestan remains an epicenter of violence in the confrontation between Islamic radicals and federal forces. Islamic extremists strive to create an independent Muslim state, or "emirate," in the Caucasus and parts of southern Russia with a sizable Muslim population.

In Saturday's attack, the bomber detonated an explosives-laden belt in the central square in the provincial capital, Makhachkala, Dagestan's police spokesman Vyacheslav Gasanov said.

The woman was identified as Madina Alieva, 25, who married an Islamist who was killed in 2009 and then wedded another Islamic radical who was gunned down last year, police spokeswoman Fatina Ubaidatova said.

Since 2000, at least two dozen women, most of them from the Caucasus, have carried out suicide bombings in Russian cities and aboard trains and planes. All were linked to an Islamic insurgency that spread throughout Dagestan and the predominantly Muslim Caucasus region after two separatist wars in neighboring Chechnya.

The bombers are often called "black widows" in Russia because many are the widows, or other relatives, of militants killed by security forces. Islamic militants are believed to convince "black widows" that a suicide bombing will reunite them with their dead relatives beyond the grave.

Police said two of the people injured in the attack were in critical condition. There were no details about the injured children.

This week, a double explosion in Makhachkala killed four civilians and left 44 injured, while three security officers and three suspected militants have been killed in other incidents. One of the devices was in a parked car and the other was placed in a trash bin.

Although Chechen separatists were battered almost a decade ago, Islamists continue to move through the region's mountains and forests with comparative ease despite security sweeps by federal forces and police under the control of local leaders loyal to the Kremlin.

Human rights groups say that abductions, torture and extrajudicial killings of young men suspected of militant links by Russian security forces have helped swell the rebels' ranks. Caucasus experts say that Islamists routinely extort money from government officials and businessmen and attack or kill those who refuse to pay.

96% Stories We Tell

All Critics (51) | Top Critics (25) | Fresh (49) | Rotten (2)

Stories told again and again have a way of neatening things up. Stories have a way of ironing out the wrinkles. Polley lets the wrinkles remain.

Sarah Polley's documentary is a startling mixture of private memoir, public inquiry, and conjuring trick.

Polley was right to follow her instincts, though, in not attempting to tie everything up. She recognizes that family histories are necessarily contradictory, crazymaking, and essentially unfathomable.

What unfolds is a riveting drama that grows even more so as it plays out.

Don't be fooled by its deceptively simple title or the hesitant, unassuming way it begins. Writer-director Sarah Polley's "Stories We Tell" ends up an invigorating powerhouse of a personal documentary, adventurous and absolutely fascinating.

A brilliant, thought-provoking documentary.

Eventually, the formalistic strictures of the documentary fall away and Polley - her entire family, really - is left facing the reality of the past as the cameras roll.

Polley imaginatively fills in the past through a hybrid of documentary and fiction [for] knowing relevance to oral history, testimonial evidence, and what makes a family.

What I can say is that the movie is dramatically compelling, journalistically fascinating, cinematically profound, and intellectually challenging.

Sheds fascinating light on Polley's art.

Polley mines her own life to strip naked the essence of storytelling, and what it is about folklore that makes it so essential in shaping our perceptions about who we are and where we come from.

Stories We Tell starts out as a simple investigation into the life of a mother that director Sarah Polley barely knew and slowly turns into a documentary that is as good as any movie you will see this year.

Where Polley's work goes from mere family movie to something much greater is in how she uses her own quest for answers to illuminate why & how we tell stories in the first place, especially in the form of film.

Polley's compassion and curiosity again mark her as both a heartfelt and unforgiving filmmaker.

Suspenseful, unpredictable, mature, tender and funny. A triumph.

The movie is convincingly built around the essential truth that we are ultimately defined by our loved ones' memories and perceptions.

A genre-twisting documentary with a fictional vibe that playfully bares the elusive truths about a family of storytellers.

Jon Jones and Alexander Gustafsson spar online

UFC light heavyweight champion Jon Jones is in Russia this weekend. He met retired great Fedor Emelianenko and tried a McDonald's that was apparently of a higher quality than ones in the U.S. He also found time to go back and forth with a possible future opponent.

Ouch! But it's not worries about their images that will keep this pair out of the cage. The dislocated toe Jones suffered during his fight with former middleweight Chael Sonnen is causing some problems. UFC president Dana White talked it about on Thursday.

"He says he feels great, the toe's healing good, but the problem is that ligament," he said. "That ligament popped. Anytime you tear a ligament, blood flow helps repair the thing and heal, and you don't get a lot of blood flow to the toe. Who knows? This thing could be six weeks, it could be six months."

Still, if these two are already pestering each other, the build up to a potential fight could be lots of fun.

Oklahoma tornado was a monster, but it wasn't a record-breaker (+video)

The Oklahoma tornado Monday was an EF5 ? the severest rating. But a tornado that hit the same area in 1999 had faster winds, and a 2004 Nebraska twister was almost twice as wide.

By Pete Spotts,?Staff writer / May 21, 2013

A tornado moves past homes in Moore, Okla., on Monday. A monstrous tornado roared through the Oklahoma City suburbs, flattening entire neighborhoods with winds up to 200 m.p.h.

The National Weather Service has rated the tornado that struck Moore, Okla., Monday afternoon as an EF5, the highest rating with wind speeds estimated at more than 200 miles an hour.

The event gives Moore the distinction of being the only city in the world to have taken a direct hit from an EF5 twister twice ? once in 1999 and again Monday. The new estimate, up from a preliminary estimate of EF4, brings to 59 the number of these chart-topping tornadoes to strike US since 1950, according to data gathered by the National Weather Services Storm Prediction Center (SPC) in Norman, Okla.

The wind strengths are estimates based on the extent of damage inflicted on different types of structures. With the exception of the weakest tornadoes, twisters tend to destroy any wind sensors placed in their paths. Researchers have been able to measure wind speeds higher in the funnel on a few tornadoes through other means. They clocked wind speeds in the twister that hit Moore in 1999 at 302 miles an hour ? the fastest wind speeds ever recorded on Earth.

Monday's tornado widened and narrowed along its path, notes Rick Smith, warning coordination meteorologist at the local National Weather Service Forecast office, also in Norman. But it reached its maximum width as it spun across Moore, leaving behind a path of destruction some 1.3 miles wide, he says.

The current record for widest tornado remains an EF4 twister that hit Hallam, Neb., in May 2004. At its most intense, it spanned nearly 2.5 miles.

Oklahoma turns out to be ground zero for tornadoes rated EF4 or EF5, according to the SPC, while Oklahoma City has had some 100 twisters cross its boundaries since 1896, with another 49 counting as near misses.

The tornadoes that have popped up over the past few days belie the relatively benign conditions that have existed throughout much of the past year, researchers say.

While April was the 13th warmest on record globally, it was the 23rd coolest for the continental US and the coolest for the lower 48 since April 1997, according to National Oceanic and Atmospheric Administration.

This contributed to a very slow start to the 2013 tornado season. For the 12 months ending April 30, the US experienced 197 tornadoes rated EF1 or higher, according to data compiled by Harold Brooks, a tornado researcher at the National Severe Storms Laboratory in Norman. That's 50 fewer twisters than the previous record low, which was set from June 1991 to May 1992.

And while severe weather in January and February led to more reports of tornadoes for each month than the 1991-2010 averages would suggest, March and April's tornado reports were well below the 30-year average.

But by mid May, the atmosphere, and severe thunderstorms, began to fire up. For the month through May 21, preliminary data gathered by the SPC indicate some 127 tornado reports around the US, but focused largely on the Plains and Midwest. This compares with 83 reports in April, 18 in March, 46 in February, and 64 in January. The total year to date is running well below the 2005-2011 average total of 718 reports through May 20.

Rescuers look for pilot in deadly NY Angel Flight

Map locate Ephratah, New Yrok.

Map locate Ephratah, New Yrok.

(AP) ? Divers searched a large pond while investigators combed nearby woods Saturday for any sign of the pilot of a volunteer Angel Flight that crashed in upstate New York, killing two passengers.

The plane's passengers were found dead Friday night near where the small plane crashed in Ephratah, about an hour west of Albany, Fulton County Sheriff Thomas Lorey said. The bulk of the plane was found submerged in a pond, he said.

Angel Flight is a nonprofit group that arranges free air transportation for sick patients from volunteer pilots. Larry Camerlin, president and founder of Angel Flight Northeast, said the organization was "tremendously saddened" by news of the crash.

The twin-engine Piper PA 34 had departed from Hanscom Field in Bedford, Mass., and was headed to Rome, N.Y., before it crashed just after 5 p.m., Federal Aviation Administration spokeswoman Kathleen Bergen said.

Officials haven't yet identified the passengers or pilot.

Witnesses described the destruction that started in the air above Ephratah, a sleepy town of about 700 people.

The parking lot of Granny's Ice Cream Shanty, which is less than a mile from the crash site, was filled with emergency vehicles Saturday morning. Owner Joan Dudley told The Associated Press that she and her employees were among the first at the scene Friday night.

"We were just leaving to get something to eat, and we heard this noise," Dudley said.

"We looked up and saw the plane flipping in the air. Then it fell apart," she said. "Parts and pieces of it were flying through the sky, and a body fell out."

They called 911 as they parked their car and ran to the crash site in the rain to see if they could rescue anyone.

"Airplane parts were all over the place," she said. "They were picking them up all over last night."

Ephratah resident Roger Berry, 75, said he was outside chopping wood when the plane crashed.

"When I heard it, I knew something was wrong," Berry said. "It made one circle and came back around."

Berry said he heard a bang, then saw pieces of the plane fall out of the air. Although most of the plane landed in the pond, Berry said pieces, including the engine, scattered about the area.

"My neighbor, she was sleeping in her bedroom," Berry said. "The motor fell 50 feet from her bedroom."

Berry said he ran home to get his raincoat, then assisted rescuers by directing traffic.

The FAA and the National Transportation Safety Board are investigating what might have caused the crash.

Visibility at the time in Rome was 10 miles, said National Weather Service meteorologist Brian Montgomery. It was slightly raining with winds of 13 to 14 mph.

Angel Flight Northeast said it has set up free air transportation and medical care for more than 65,000 children and adults on about 60,000 flights covering more than 12 million miles. It was founded in 1996.

"We all offer our thoughts and prayers to the families of those affected," Camerlin said in a statement. "Our volunteer pilots are the most compassionate and generous individuals who donate their time, aircraft and fuel to transport patients and loved ones for free to essential medical care that would otherwise not be readily available to them. There are no words that can adequately express our sorrow."

(AP) ? No one answered the tax-help hotline at the IRS on Friday. And you could forget about getting advice on avoiding foreclosures at the 80 Housing and Urban Development field offices nationwide.

It was "furlough Friday." Roughly 5 percent of the federal workforce ? 115,000 people at six major agencies ? were told not to show up as the government dealt with the continuing effects of the sequester spending cuts.

The good news for many federal workers: a four-day Memorial Day weekend. The bad news: no pay for the day.

The across-the-board budget reductions, the result of Washington's failure to work out a long-term, deficit-cutting plan in November 2011, essentially shut down some government agencies, though it had a negligible impact on others.

The IRS, embroiled in a scandal over agents targeting tea party groups, got a day of quiet. Its offices were closed with more than 90,000 employees furloughed on Friday, one of five days the agency plans to shut down this year to save money.

A self-employed, small business owner calling the agency's hotline to check on the deadline for second-quarter estimated taxes got a recording saying, "Due to the current budget situation, all IRS offices are closed on Friday, May 24." The tax deadlines are unaffected.

HUD furloughed nearly its entire staff of more than 8,400 employees, closed the agency's headquarters in Washington and shut down about 80 field offices.

That meant no walk-in housing counseling services at HUD offices to help people wanting to buy homes, refinance or avoid foreclosure. The furloughs also created delays for developers and municipalities needing technical assistance or approval of housing projects, officials said.

At the Labor Department, spokeswoman Elizabeth Alexander said 437 employees out of about 16,500 were furloughed. She said the layoffs were negotiated between supervisors and employees to have the least possible impact on the agency's operations.

Furloughs also hit the Environmental Protection Agency, the Office of Management and Budget and the Interior Department.

J. David Cox Sr., president of the American Federation of Government Employees, dismissed any suggestion that the extra day was welcome news to anyone.

"'Furlough Friday' is a disgrace to our nation," Cox said in a statement. "Let no one believe for a moment that this is some kind of four-day weekend or holiday for federal employees forced out of work without pay."

He called it "a day of shame for the lawmakers and administration officials who allowed sequester and furloughs to occur."

The automatic cuts that kicked in March 1 have had a disparate effect on individual agencies and their workers. The State Department, for example, says it can handle a $400 million cut without forcing employees to take unpaid leave. The Pentagon, on the other hand, decided to furlough about 680,000 civilian employees for 11 days through Sept. 30, the end of the fiscal year.

President Barack Obama has pressed Congress to reverse the automatic cuts, but many Republicans have shown little inclination to do so. Lawmakers see the broad reductions, recently estimated at $81 billion, as a surefire way to trim the federal deficit despite the outcry from defense hawks in Congress that the military cuts are too painful.

Congress did step in last month to undo furloughs for air traffic controllers after a week of coast-to-coast flight delays, and lawmakers have found money for meat inspectors.

The furloughs have frustrated many government employees facing several days without pay.

The EPA's decision to post job openings after sequestration began angered union officials who argued the agency should be using any available money to reduce the number of furlough days instead of hiring new employees.

Acting EPA administrator Bob Perciasepe informed agency employees in an April 9 memo that the agency would "limit new hires to only those that are critically needed." But representatives of the American Federation of Government Employees said several of the posted openings were for budget analysts, environmental and chemical engineers and other positions they considered to be nonessential.

EPA said in an emailed statement that it was allowing limited hiring, subject to budget constraints, in order to fill personnel gaps in priority areas that would place a burden on existing staff if left vacant.

John O'Grady, president of AFGE Local 704 in Chicago, left a protest on his voice mail.

"I will be furloughed on Friday the 24th thanks to this Congress and this administration," O'Grady's message said. "I don't appreciate it. I will remember this in November. Leave a message if you care to. I will not respond until I get back into the office on Tuesday the 28th.

In addition to Friday, the IRS plans to close its offices and furlough employees on June 14, July 5, July 22 and Aug. 30. The agency said no tax returns will be processed on those days.

The Interior Department said more than 13,000 people were being furloughed, including all 767 employees of the U.S. Park Police. That number includes Chief Teresa Chambers, who along with other employees must take three unpaid days by June 1.

The furloughs had been expected to continue through the summer tourist season but will now end June 1, because the agency was able to find other savings to offset mandatory cuts, the National Park Service said Friday. The Park Service oversees the Park Police, which patrols national parkland in three urban areas: Washington, New York and San Francisco.

An additional 8,500 employees of the U.S. Geological Survey and 4,100 employees of the Bureau of Indian Affairs also face furloughs, although they have not yet begun.

Interior Secretary Sally Jewell said cuts to the Interior budget "push us back in time to funding levels we last saw in 2006."

The department has frozen hiring, eliminated seasonal positions and cut back on programs and services, including visiting hours at national parks. Jewell called those steps essential in order to maintain the department's core mission to serve the public.

Even so, the cuts "are not sustainable, as these actions which are eroding our workforce, shrinking our summer field season and deferring important work cannot be continued in future years without further severe consequences to our mission," she said.

At HUD, some telephone hotline services run by outside contractors providing housing counseling services to the public were still operating on Friday, including the Federal Housing Administration Resource Center. But callers needing more specialized assistance might have needed to call back once HUD offices re-open on Tuesday after Memorial Day.

HUD plans to shut its offices and furlough workers for seven days spread out over the summer because of the budget cuts. The furlough days will either precede a federal holiday or be on a Friday or Monday.

"When selecting its furlough days, HUD did so in a way in which impacts to the mission of the agency and to the general public would be minimized," said Melanie Roussell, a spokeswoman.

The furloughs have frustrated many in Congress, too, especially lawmakers in the Washington area who represent a disproportionate number of federal employees.

"Congress has failed the 115,000 federal workers being furloughed today, many of whom have children in college, mortgages and car payments. Our federal workers did not cause this mess. It's unfair they must bear the brunt of our dysfunction," said Rep. James Moran, D-Va.

There was another reminder on Friday of the budget cuts. Missing from the promotion ceremony and pageantry at the U.S. Naval Academy where Obama delivered the commencement address was the Navy's Blue Angels aerobatic team. Budget cuts led to the cancellation of their program.

Police: Suicidal jumper's fall kills SKorean girl

SEOUL, South Korea (AP) ? South Korean police say a suicidal man jumping to his death killed a 5-year-old girl by falling on her as she walked with her parents outside the apartment building.

A police official said the 39-year-old man died immediately after he jumped Wednesday from the 11th floor of the building in the southeastern port city of Busan. The girl died later from brain damage and broken bones.

The official who spoke Friday declined to be named because the case is still under investigation.

The official says it's unclear why the man jumped. He says witnesses saw the man jumping but there was no suicide note.

South Korea has the developed world's highest suicide rate.

Making chaos visible: As chaos celebrates its 50th birthday, biophysicist Christian Herbst develops a new method to visualize it

May 22, 2013 ? Exactly 50 years after the US-American meteorologist Edward Lorenz discovered chaos (remember the "butterfly effect"?) the topic is still as fascinating as ever. A new visualization technique developed at the University of Vienna helps to make chaos visible to the naked eye. The method, which is being published in Royal Society Interface, allows for the intuitive interpretation of chaotic or nearly chaotic phenomena, and thus makes the fascinating world of chaos theory more accessible to the scientific community.

The vibratory states of a dynamical (chaotic) system could to date only be visualized with methods requiring several graphs that are hard to interpret for non-mathematicians. Now a working group led by biophysicist Christian Herbst from the Department of Cognitive Biology, University of Vienna, has developed a new method for documenting chaotic phenomena: the phasegram. This novel approach, created in collaboration with chaos expert Hanspeter Herzel from the Charit? in Berlin, Germany, can visualize symptoms of systems "on the way to chaos" in a single graph.

Phasegrams in a nutshell

Chaos is never pure chance or randomness. Rather, it is created by simple systems that can, under certain circumstances, generate complex irregular behaviour. This may be observed in many natural phenomena: weather, cardiac rhythm, models for population growth, economic data, some chemical reactions, or the voice of humans and animals. The long-term predictability of such systems is difficult if boundary conditions change or cannot be precisely determined in the first place -- just consider the weather forecast! A periodically vibrating system can -- if certain conditions are met -- abruptly jump into a chaotic mode if a single system parameter undergoes only a minute change. The system could also exhibit various symptoms "on the way to chaos": so called period doubling and subharmonic oscillations. A baby's cry or the "voice crack" of a boy in puberty are lively examples of such phenomena. Voice is in general a very impressive and true-to-live example of a simple dynamical system that is capable of producing chaos. Owing to this, the phasegram method will be further exemplified with a sound sample produced by a deer larynx in the lab.

Time series data (Fig. 1)

The phasegram was created based on a series of measurements taken at equally spaced time intervals of ca. 0.02 ms, representing the vibration of the vocal folds within the larynx (see Fig. 1). From this data, the phasegram is generated in two processing steps, which are described in more detail below: one of these (shown in Fig. 2) is quite complex, and the other simplifies matters greatly, expressing the behaviour of the analyzed system in very simple and intuitive terms (Fig. 3).

Fig. 1: Short portion (160 ms) of the analyzed time series data, representing the vibration of the vocal folds within the deer larynx. The sequence shown here is irregular, i.e. non-periodic.

Phase space (Fig. 2)

Portions of the analyzed measurement data are embedded in a so-called two-dimensional phase space (Fig. 2) at equally spaced time intervals, using a mathematical method that has been described 30 years ago. The result is a geometrical figure that has distinct features which are dependent on the behaviour of the analyzed dynamical system. A cut through the phase space (see the orange diagonal line in Fig. 2) results in the intersections shown as red dots in Fig. 2.

Fig. 2: Intermediate result of phasegram generation: Embedding of the analyzed data (blue) in a so-called two-dimensional phase space. The interceptions (red dots) along a diagonal section (orange) are further processed.

Phasegram (Fig. 3)

The phase space intersections are then plotted onto a graph at equally spaced time intervals (Fig. 3). The resulting phasegram is quite easy to interpret: time is on the (horizontal) x-axis. The number and stability of lines perpendicular to the (vertical) y-axis indicates the system state at a particular point in time:

  • one line: no oscillation (stasis)
  • two lines: periodic oscillation
  • four, six, eight etc. lines: period doubling, subharmonic vibrations
  • no continuous lines, rugged appearance: irregular system behaviour, indicator for chaos

Fig. 3: Phasegram of a sika deer vocalization generated in the lab. Time is mapped onto the (horizontal) x-axis, and the interceptions found in the phase space (Fig. 2) are projected onto the (vertical) y-axis. The chaotic sequences are located at ca. 2 and 15 seconds.

Fig. 3 shows the phasegram of a lab-induced vocalization from a sika deer larynx. The air pressure needed to drive the vocal folds was gradually increased during the first part of the experiment (0 -- 9 seconds) and gradually decreased in the second part. The experiment shows the impressive ability of a simple system to exhibit complex behavior in the form of chaos and nearly chaotic phenomena: Despite the gradual changes of air pressure the transitions between the different vibratory phenomena are abrupt. The order of the occurring vibratory modes (stasis, periodic, irregular, period doubling, periodic) is reversed in time for increasing and decreasing air pressure. The occurrence of the vibratory modes, dependent on air pressure, can be reliably reproduced in the experimental setup if boundary changes are kept stable.

Are we distracted by scandals while Democrats ... - Legal Insurrection

I received an insightful email from reader Karen Sacandy:

Dear Professor Jacobson:

I?m among your many grateful readers, but at this time, the Democrats are like Thomas Crown in the flick, ?The Thomas Crown Affair,? who created a distraction over here, while over there, he was stealing a multimillion dollar painting.

But in this case, it?s a total transformation of the American people, by immigration law changes to aid and abet the non-enforcement we?ve had for decades.? All these abuses of power converging at this time are almost COMPLETELY distracting everyone who could bring pressure to bear to prevent the enactment of new law which without question ? without question ? will alter our demographics and governing philosophy to the point of no return.

I hope you?ll consider going in a new direction.

My?response was:

I don?t consider the current fights irrelevant either in themselves or as to immigration. In fact, I think they are quite connected, and it?s possible to fight all at once.

To which she replied:

You may be right. But the bill in the Senate is doing, as they say, famously!

Thanks for the reply. ;^)))

Karen?makes a very good point.

Key Republicans have buckled under. The Senate will pass the bill right under our noses.

It is a bad bill. I?ve written against it many times. A group of prominent conservatives recently signed a letter pointing out the deficiencies:

We have a variety of concerns; some of us share only one, others share all. Among these concerns are that the bill:

* Is bloated and unwieldy along the lines of Obamacare or Dodd-Frank;

* Cedes excessive control over immigration law to an administration that has repeatedly proven itself to be untrustworthy, even duplicitous;

* Legalizes millions of illegal immigrants before securing the borders, thus ensuring future illegal immigration;

* Rewards law breakers and punishes law enforcement, undermining the rule of law;

* Hurts American job-seekers, especially those with less education;

* Threatens to bankrupt our already strained entitlement system;

* Expands government by creating new bureaucracies, authorizing new spending, and calling for endless regulations;

* Contains dangerous loopholes that threaten national security;

* Is shot through with earmarks for politically connected interest groups;

* Overwhelms our immigration bureaucracy, guaranteeing widespread fraud.

Reforming our immigration system is an important priority. But S.744 is such a defective measure that it would do more harm than good.

The Gang of 8 bill, if it passes,?will go down in history as a mistake as disastrous as Obamacare.? It must be stopped.

Democrats are playing the long game.? Republicans in Congress are acting like scared cats playing a short game for 2014 and 2016.

Update 8:10 p.m. ? My back and forth with Karen was last night, but Greg Sargent at WaPo, a liberal blogger with deep Democratic sources, was thinking along the same line in his morning post today, As conservatives celebrate scandal-mania, immigration reform marches forward:

The celebratory tone among Republicans and conservatives caught up in Beltway scandal-mania continues this morning. But the real story is that behind all the hoopla, immigration reform continues to march forward, with conservatives suffering one defeat after another in their efforts to derail it. And that means the day is fast approaching when House Republicans will have to decide whether they are going to pass reform and suffer the consequences from their base, or take the blame for killing it?.

This caps a period in which far right Republican Senators introduced amendment after amendment designed to undermine the core of reform, efforts that were slapped down by a bipartisan group of Senators, demonstrating that the coalition behind real reform seems to be holding?.

The prospects for passing the bill out of the House are uncertain, to put it mildly. But some Dems think all the scandal mania actually improves the prospects for immigration reform. As one Dem remarked to me, by sucking up all the right?s energy and attention, it could distract conservatives just enough to sneak immigration reform past them.

I don?t know if that will prove true or not, but that dynamic does seem to be one that pro-reform GOP Senators are trying to use to their advantage. Marco Rubio and Lindsey Graham, for instance, go before the cameras and rail about Obama?s scandalous, Nixonian conduct, then turn around and do the hard work ? along with Mr. Amnesty himself, Chuck Schumer ? of moving immigration reform past one conservative hurdle after another.

In other words, the people using the scandals to maximum advantage are not the Democrats, but McCain, Graham, Rubio, etc.

Kellie Pickler talks 'Idol' loss, 'DWTS' win

TV

Kellie Pickler and her "Dancing With the Stars" pro partner, Derek Hough.

Craig Sjodin / ABC

Kellie Pickler and her "Dancing With the Stars" pro partner, Derek Hough.

?I?m overwhelmed,? Kellie Pickler told reporters in the press line Tuesday night right after she and pro partner Derek Hough were declared the season 16 champions of "Dancing With the Stars."

?I?m kind of speechless,? the singer continued. ?Usually, I can?t be quiet. I?m spitting out words left and right but right now I don?t know what to say!?

Hough said the victory came by focusing on each dance, week by week, and not any specific long-range strategy.

?Over the last few seasons, my mentality has been about just doing good work,? he said. ?I really feel like Kellie reached this amazing potential and pinnacle (Monday night) with our freestyle. I?m so proud of her. It was just incredible. Not only is she an amazing dancer for what she?s accomplished, but she?s an amazing soul and person. I?m really happy for her.?

Pickler?s win is a reminder that you just never know where life is going to take you.

Back in 2006, she went to a production studio in the Fairfax district of Los Angeles and performed on "American Idol." She came in sixth place.

Tuesday night, she performed one last time on "Dancing With the Stars" -- on another stage in the same building as the "Idol" studio. This time, she won.

?It?s funny,? she said after the show. ?A lot of people have thought that I won ?Idol,? but I did not. Derek and I went over to the ?Idol? stage two nights ago and now it?s just this big empty studio. I?d never seen it like that.

?So we?re standing there,? Pickler continued. ?I walked into the middle of the room and Derek said, ?Babe, this is where it all started, this room.? I asked him, ?How do I hug this room and say thank you?? You fast-forward to now and I?m on this side of the building and I want to hug this room and everyone in it. It?s just been unbelievable. It?s just been great.?
