Biden gives Republicans a tea party label

RICHMOMD, Va. (AP) ? Vice President Joe Biden continued a busy political pace Saturday, appearing with Virginia's Democratic gubernatorial candidate at the swing state's premier party fundraiser and ridiculing this fall's conservative Republican statewide ticket as extreme captives of tea party ideology.

Biden brought about 1,000 Democrats to their feet repeatedly at the Jefferson-Jackson Dinner barely four months ahead of the nation's only competitive governor's race. His appearances at state fundraisers haved evoked speculation that he is laying his footing for a 2016 presidential bid.

"Ladies and gentlemen, we stand for equal rights and women's rights," Biden said. "With virtually zero support from the Republicans, the president and I have moved the country from the worst recession since the Great Depression to 38 months of private-sector growth."

With Democratic gubernatorial nominee Terry McAuliffe at his side, Biden took aim at McAuliffe's opponent, state Attorney General Ken Cuccinelli, who won the GOP nomination with strong tea party support and his socially conservative ticket mates.

"There is so much they stand for that is so at odds with the value set of Virginians," Biden said.

The vice president warned that a GOP victory in Virginia would only galvanize the tea party's grip on the GOP in Congress, where he said even longtime moderate Republicans are fearful of a primary challenge if they don't do the tea party's bidding.

"They are so afraid of a challenge by the tea party that they vote against what is the right vote. Imagine what they will do to Barack and me if Terry McAuliffe loses," he said.

A McAuliffe victory, he said, would "send a strong signal to Republicans across America that there's no reason to be afraid of these extreme guys."

Before speaking to activists who paid $175 or more per ticket, Biden joined McAuliffe, a longtime confidante of Bill and Hillary Clinton, in surprising patrons at a Richmond restaurant, shaking hands before wolfing down two plates of fried whiting.

Among other campaign events this season, Biden aided Democratic Rep. Ed Markey in a Massachusetts special election ? Markey won, thus keeping Secretary of State John Kerry's old seat in Democratic hands ? and held a series of closed-door "donor-maintenance" events in Washington.

Sen. Tim Kaine, elected on the same Virginia ballot as President Barack Obama last fall, said it's too early for Democrats to take sides in a potential nomination contest between Biden and Hillary Clinton, but he counseled both to try pragmatism over progressive partisanship.

"I think the Virginia Democratic success model is, we'll let the other guys be the ideology people and we will be the work-together, compromise, make-things-happen party. That's been the model that has allowed Dems to win," said Kaine, like McAuliffe, a former Democratic National Committee chairman.

In speeches warming up the crowd, Kaine and Sen. Mark Warner congratulated gay-rights activists for the ruling that cleared the way for same-sex marriages in 13 states but not in Virginia, where a 7-year-old amendment to the state Constitution prohibits it. And both hailed the immigration reform bill that they supported ? it now faces an uncertain future in a conservative Republican-led House.

The Cuccinelli campaign joined the Virginia GOP in using Biden's visit as an occasion to attack the ticket for Obama's clean-energy initiative, warning that it will devastate Virginia's struggling coal industry and drive up utility bills.

"With no economic plan or message to tout, Vice President Biden and Terry McAuliffe doubled down on an empty strategy of division and false attacks tonight," the campaign said in a statement that referred to the "Obama/Biden/McAuliffe War On Coal" and government-run healthcare as "harmful to job growth and economic opportunity in Virginia."

State GOP Chairman Pat Mullins called it "the most anti-coal slate of candidates ever fielded in the history of Virginia," a distinction intended to lock up the rural, rugged but independent southwestern tip of the state for the GOP in a neck-and-neck governor's race.

Republicans weren't alone in protesting Biden's trip. About three dozen environmental activists opposed to construction of the proposed Keystone XL pipeline stood on a street corner as Biden's motorcade passed, waving placards that read "Say No to Big Oil" and chanting "Hey, Joe, you ought to know, Keystone pipeline's got to go."

Come Monday, NBA general managers officially can pick up the phone to call agents, players, relatives of players and anyone else who will help land free agents.

It becomes open season.

Unfortunately for the guys wearing the suits and ties in front offices, that recruiting process has gone on for weeks, months and, in some cases, years among the players themselves. It?s the NBA?s dirty little secret.

Chris Paul technically is a free agent. But all that?s happened under that veil is the point guard recruiting center Dwight Howard and picking out the next coach for the Los Angeles Clippers in Doc Rivers.

There?s your free-agent market.

Teams will spend the next two months getting better, fooling themselves that they have improved or purposely building to lose, hoping to land in the Andrew Wiggins lottery. You know who you are, Boston and Philadelphia.

Either way, let the intrigue begin. Well, pretend as if it?s about to begin.

TOP FREE AGENTS

Centers

1. Dwight Howard (Unrestricted) Welcome to ?The Indecision II,?? starring one of the more heartless big men in the game. Go get ?em, Dwight! Best guess: After saying yes to several teams and backing out, Howard ends up in Houston.

2. Al Jefferson (Unrestricted) The ?Carlos Boozer Consolation Prize?? of this summer?s free-agent class. Best guess: Utah would be smart to keep him, but a team such as San Antonio might sneak in to land the eventual replacement for Tim Duncan. Charlotte also is in play.

3. Andrew Bynum (Unrestricted) Start rolling the dice on bad knees and worse decisions on hairstyles. Best guess: After losing out on Howard, Dallas rolls out a contract full of incentives.

Power Forwards

1. David West (Unrestricted) At age 32, West knows that only a handful of teams are built to challenge the Miami Heat in the East, and his Pacers are one of them. Best guess: West stays put with Indiana.

2. Josh Smith (Unrestricted) Someday Smith will learn that he?s not a shooting guard. Unfortunately, someone will overpay this summer until that lesson is learned. Best guess: Desperate to help Kobe Bryant after losing out on Howard, the Lakers land Smith.

3. Paul Millsap (Unrestricted) The Jazz can?t keep Jefferson and Millsap. Best guess: They pass on Jefferson and keep Millsap.

Small Forwards

1. Andre Iguodala (Early Termination Option) The All-Star and former coach George Karl didn?t see eye-to-eye in Denver, but Karl is out. Best guess: As the playoffs taught Denver, they need a star. Iguodala is the best they have. The Nuggets re-sign him.

2. Andrei Kirilenko (Early Termination Option) Kirilenko put himself back on the map and wants Minnesota to pay him like a top stretch forward. Best guess: He stays put.

3. Kyle Korver (Unrestricted) Korver would love to return to the Bulls, and they would love to have him. Unless he?s willing to take a huge pay cut, it?s not happening. Best guess: Dallas lands the best pure shooter out there.

Shooting Guards

1. Manu Ginobili (Unrestricted) Ginobili looked old, slow and weathered in the playoffs, but he?s an institution in San Antonio. Best guess: Spurs.

2. Monta Ellis (Early Termination Option) Ellis opted out of Milwaukee because he feels as if he should be paid like an elite two-guard. Reality is about to hit him. Best guess: After a disappointing market, Ellis signs with some bad Western Conference team, such as Phoenix or Sacramento, never to be heard from again.

3. Kevin Martin (Unrestricted) Martin?s biggest problem in OKC was he wasn?t James Harden. Best guess: Martin stays in OKC, with a chance to make a run at the Finals.

Point Guards

1. Chris Paul (Unrestricted) Please. His decision was made up before Doc Rivers got on the plane to Los Angeles. Best guess: Clippers.

2. Brandon Jennings (Restricted) Several intriguing teams need scoring from the point-guard spot, with Dallas and Indiana atop that list. Best guess: He?s not going anywhere ? yet. Jennings stays in Milwaukee.

3. Jarrett Jack (Unrestricted) Jack was a huge veteran presence in the backcourt for the Warriors and a player they cannot do without just yet. Best guess: He stays in the Bay with Golden State.

BULLS? FREE-AGENT SHOPPING LIST

1. Marco Belinelli (Unrestricted) They would love to bring Belinelli back, especially with how far he came along defensively and in creating his own shot. Money is an issue, and one that won?t disappear easily. Best guess: Belinelli gets a can?t-say-no offer from a team that needs his scoring, such as Memphis.

2. Martell Webster (Unrestricted) Webster shot a career-high 42.2 percent on threes and would be a good bridge until Tony Snell learns the league. Best guess: Money still could be an issue.

3. Ronnie Brewer (Unrestricted) It has to happen. After watching Nate Robinson and Belinelli walk, the Bulls go back to what they know best ? a defensive-minded player. Best guess: Brewer comes cheap and is a Bull again.

Popularity rating of Brazil president plummets

Brazil's President Dilma Rousseff meets with governors and mayors representing Brazil's 26 states and its federal district, to discuss the wave of protests, at the Presidential Palace, in Brasilia, Brazil, Monday, June 24, 2013. The recent protests have become the largest public demonstrations Latin America's biggest nation has seen in two decades. SAO PAULO (AP) ? Public approval of Brazilian President Dilma Rousseff's government has suffered a steep drop in the weeks since massive protests broke out across this country, according to Brazil's first nationwide poll released since the unrest began.

Published Saturday by Folha de S. Paulo, the country's biggest newspaper, the Datafolha survey found 30 percent of respondents rated Rousseff's government as "great/good," a sharp fall from the 57 percent who gave it that rating three weeks ago before the demonstrations began.

Datafolha interviewed 4,717 people on June 27 and 28, and the poll has a margin of error of 2 percentage points.

The firm said Rousseff's rating suffered the biggest drop in presidential approval since a 1990 fall for then-President Fernando Collor de Mello, who was forced from office because of a corruption scandal.

Beginning mid-June, the protests had first targeted transportation fare hikes but quickly expanded to a variety of causes including government corruption, high taxes, poor public services and the billions of dollars spent for next year's World Cup soccer tournament and the 2016 Olympics in Rio de Janeiro. The Datafolha poll showed that 81 percent of respondents supported the protests.

Political watchers said Rousseff's popularity drop was to be expected in the face of the biggest protests this 197 million-person nation has seen in two decades. But it still wasn't clear whether opposition politicians could take advantage of Rousseff's problems, as she gears up for re-election next year.

"The protest movement that began two weeks ago isn't necessarily a movement against the (ruling) Workers Party nor Dilma personally, it's a protest against the entire ruling class," said Pedro Arruda, a political science professor at the Catholic University of Sao Paulo. "If polled, the unpopularity would be of all politicians. The people are protesting all the parties."

For Rio Mayor Eduardo Paes the demonstrations have underscored the "institutional crises" affecting the country's political parties.

"Which party has a good image?" he asked in an interview in Saturday's edition of Folha de S.Paulo. "Only the one not yet been born. We cannot sit back and think there is nothing more to be done because we have become a democracy, pulled 40 million people out of poverty and enjoy high employment rates.

Throughout the protests, the country has been hosting the Confederations Cup soccer tournament, which are seen as a warm-up to next year's World Cup. But the unrest has grown to such a level that Rousseff and other political leaders have reportedly decided not to attend Sunday's final match, which would be seen as a major embarrassment after they had showcased the country's hosting of such mega-events as proof that Brazil had finally arrived on the global stage. Demonstrators are expected to turn out around the iconic Maracana stadium where the Brazilian and Spanish teams will meet.

Meanwhile, social networks were abuzz with rumors of a general strike Monday, with posts saying it would hit every state. However, representatives for Brazil's two biggest unions, the Central Workers Union and Union Force, said they knew nothing about such a strike but were planning a national work slowdown for July 11, when workers will only perform strictly what's required of them on the job.

Rousseff is expected to deliver a formal proposal to Congress Monday on a political reform plebiscite she wants held in the coming months. She hasn't yet released any details on what political reforms she will suggest nor how or exactly when a plebiscite would occur.

Earlier this week, the president announced $23 billion in transportation investments. On top of that, she said her government would prioritize improvements in fiscal responsibility, controlling inflation, political reform, health care, public transport and education.

Pre-existing insomnia linked to PTSD and other mental disorders after military deployment

June 28, 2013 ? A new study from the Perelman School of Medicine at the University of Pennsylvania and the Naval Health Research Center has shown Military service members who have trouble sleeping prior to deployments may be at greater risk of developing posttraumatic stress disorder (PTSD), depression and anxiety once they return home. The new study, published in the July 2013 issue of the journal SLEEP, found that pre-existing insomnia symptoms conferred almost as a large of a risk for those mental disorders as combat exposure.

"Understanding environmental and behavioral risk factors associated with the onset of common major mental disorders is of great importance in a military occupational setting," said lead study author Philip Gehrman, PhD, assistant professor of Psychology in the Department of Psychiatry, member of the Penn Sleep Center, and the Philadelphia VA Medical Center. "This study is the first prospective investigation of the relationship between sleep disturbance and development of newly identified positive screens for mental disorders in a large military cohort who have been deployed in support of the recent operations in Iraq or Afghanistan."

Using self-reported data from the Millennium Cohort Study, the research team evaluated the association of pre-deployment sleep duration and insomnia symptoms on the development of new-onset mental disorders among deployers. Multivariable logistic regression was used to estimate the odds of developing PTSD, depression, and anxiety, while adjusting for relevant covariates including combat-related trauma.

They analyzed data from 15,204 service members, including only those servicemen and women on the timing of their first deployment across all branches and components of military service. They identified 522 people with new-onset PTSD, 151 with anxiety, and 303 with depression following deployment. In adjusted models, combat-related trauma and pre-deployment insomnia symptoms were significantly associated with higher odds of developing posttraumatic stress disorder, depression, and anxiety.

"One of the more interesting findings of this study is not only the degree of risk conferred by pre-deployment insomnia symptoms, but also the relative magnitude of this risk compared with combat-related trauma," says Gehrman. "The risk conferred by insomnia symptoms was almost as strong as our measure of combat exposure in adjusted models."

The researchers also found that short sleep duration (less than six hours of sleep per night), separate from general insomnia, was associated with new-onset PTSD symptoms.

"We found that insomnia is both a symptom and a risk factor for mental illness and may present a modifiable target for intervention among military personnel," says Gehrman. "We hope that by early identification of those most vulnerable, the potential exists for the designing and testing of preventive strategies that may reduce the occurrence of PTSD, anxiety, and depression."

The research team says that additional study is needed to investigate whether routine inquiry about insomnia symptoms and application of appropriate early, effective interventions reduces subsequent morbidity from mental disorders. They note that in a military population, assessment of insomnia symptoms could easily be incorporated into routine pre-deployment screening.

The Millennium Cohort Study is funded through the Military Operational Medicine Research Program of the US Army Medical Research and Materiel Command, Fort Detrick, Maryland.

What Art Did For Hank (short fiction) | The Jittery Goat

images[10]Daily Prompt: The Artist?s Eye

Is there a painting or sculpture you?re drawn to? What does it say to you? Describe the experience. (Or, if art doesn?t speak to you, tell us why.)

Penelope and Hank came from two different worlds. Penelope from a world of beauty, grace, and affluence. Hank from grease, mud, and manure. Their worlds were never going to meet, but they created their own little planet in a special corner of the cosmos.

?I don?t like art,? Hank said all the way to the gallery. ?It?s full of weirdos and people who aren?t who they are and if that is who they are, I want no part of ?em.?

?I spent two weeks birthing calves, stacking hay, and shoveling smelly stuff all for you,? Penelope said.

?And that?s the only reason I?m here with you today,? Hank said. ?Two weeks on the farm is only worth an hour here.?

Penelope looked over her glasses at Hank and squinted one eye.

?Hmm, the evil eye; two hours,? Hank said. ?I said two, right??

They meandered along the hung paintings. Penelope stopped to study and give thought. Hank tugged at his collar.

?I?m sorry, Penelope,? Hank said. ?Now just look at that, it?s a tennis shoe. It ain?t art.?

?Yes,? Penelope said. ?Anyone can see it?s a tennis shoe, but what else do you see.?

?It?s old and worn-out,? Hank said.

?Is that it?? Penelope said.

?It?s got ta smell,? Hank said. ?You can almost smell it.?

?Yes me too,? Penelope said.

?Looks to me like the guy must have been a guard,? Hank said.

?How so?? Penelope said.

?I can tell by the way the toe is worn,? Hank said. ?I played ball with this guy who wore his toes the same way. You could line up all his old shoes and they looked as if they were made that way purposely.?

?Didn?t you have shoes like that when we met?? Penelope said.

?Those were the most comfortable shoes I ever had,? Hank said. ?That shoe looks comfortable.? Hank pointed. ?Look there, Penelope, look at how the laces are broken and tied back together. That?s detail. He even has one strand not making it through the loop.?

Penelope smiled.

?A pair of shoes like that is?? Hank hesitated. ?A work of art.?

?How does it make you feel?? Penelope said.

?Relaxed and calm,? Hank said. ?You get that way with an old pair of shoes. They?re like old friends.?

?There is the artist would you like to talk to him?? Penelope said pointing to a short, bearded thin man in his late twenties walking along his paintings and taking compliments from other visitors.

?Hey, buddy,? Hank said. ?I sure like that tennis shoe.?

?Thank you,? the artist said.

Hank caught sight of the artist?s shoes. ?That?s your shoe!? Hank said. ?You?re a point guard.?

?Good observation,? the artist said. ?You could tell from the shoe??

?The way it showed it?s wear on the toe,? Hank said.

?I never knew that,? the artist said.

?That?s okay,? Hank said. ?You got to have an eye for that sort of thing.?

An hour later Penelope and Hank left the gallery. Tucked under his arm?a wrapped?painting purchased for $900. It was called ?Tennis shoe,? but Hank hung it in his bathroom and called it ?Relax.?

"[Reporters] are trying to avoid taking sides in politics. That gets them in trouble. But the good thing is that in elections, in the long run each party wins about half the time. So you are naturally being neutral if you are telling the truth?basically, being honest about who's going to win at a given time. [But] that doesn't mean each election is 50-50." ?Nate Silver

Anchor is like Facebook for the workplace, launches today on iOS and the web (video)

Anchor is like Facebook for the workplace, launches today on iOS and the web (video)

We don't usually cover business software around these parts, but Anchor, a social networking app launching today on iOS, goes out of its way to look like a regular app. The brain child of a former GM of Flickr and ex-VP at AOL, it's sort of like Facebook, in that it allows coworkers to join groups, post status updates, upload photos (complete with filters) and like each other's activity. (In lieu of a thumbs up, you give someone a rock-on sign.) It also has built-in chat and contact cards, so in theory you could use it as a one-stop shop for communicating with coworkers instead of cobbling together various other apps.

You could even compare it to Yammer, the social network eventually bought by Microsoft, except Anchor's co-founders say the app is more about coworkers bonding with each other, than necessarily being productive. (Imagine that!) Again, it's available today for iOS (and the web too), with free lifetime membership if you get it before September 25th. It's also coming soon to Android and Google Glass, we're told. With no commitment you should give it a try -- the UI is extremely slick -- though we have to wonder if it's really that big a faux pas to friend your coworkers on Facebook. After all, who's afraid of the occasional like from Tim Stevens?

Immigration reform bill clears Senate, but faces roadblock in House

The Senate approved the bill by a 68-to-32 vote Thursday. But House leaders, including those supportive of the immigration reform effort, have said the Senate legislation won?t get a hearing in their chamber.

By David Grant,?Staff writer / June 27, 2013

Sen. John McCain (R) of Arizona (l.) shakes hands with Sen. Charles Schumer (D) of New York (r.) on Capitol Hill in Washington, Thursday, June 27, 2013, prior to the final vote. The senators are two of the authors of the immigration reform bill crafted by the Senate's bipartisan 'Gang of Eight.'

Tense negotiations, months of deliberation, hundreds of amendments, and hours of speeches on the Senate floor culminated in passage of a bipartisan immigration reform bill on Thursday.

With Vice President Joe Biden presiding over the chamber, 68 senators ? 54 Democrats joined by 14 Republicans ? rose from their chairs to vote for the most sweeping immigration reform overhaul to pass the chamber since 2006.

?This,? says Sen. Lindsey Graham (R) of South Carolina, a member of the ?Gang of Eight? that crafted this year?s bill, ?is as good as it gets in the Senate.?

But one question hung over the heady proceedings: Would it all be in vain?

Without a single House Republican leader signaling an interest in taking up the Senate?s legislation, immigration reform?s road from broadly popular idea to legislation on President Obama?s desk is still as murky as ever.

?To our friends in the House, we ask for your consideration,? said Sen. John McCain (R) of Arizona, plaintively, at a news conference after the vote. ?We stand ready to sit down and negotiate with you.?

The Senate bill?s limited appeal to the House isn?t for lack of trying to sweeten the deal for conservatives. The legislation carries an amendment struck by Republican Sens. Bob Corker of Tennessee and John Hoeven of North Dakota that, at an eye-popping cost of more than $40 billion, would nearly double the number of agents stationed along the US-Mexico border and authorize more than 700 miles of border fencing, among other requirements.

?This border-security measure blows my mind,? Senator Graham says. ?We?ve practically militarized the border.?

In addition, the Senate bill blocks the undocumented from receiving subsidies under Mr. Obama?s signature health-care law. Those in the United States illegally but seeking to become US citizens must wait 13 years and pay thousands of dollars in fines while being barred from receiving federal benefits.

In another nod to conservatives, none of the 11 million illegal immigrants in the country today would be allowed to become permanent residents until each of five ?triggers? are hit:

  • Hiring the ?surge? of more than 19,000 border agents.
  • Building the 750 miles of border fencing.
  • Establishing a nationwide E-Verify system for validating a person?s work authorization.
  • Making operational more than $4 billion in advanced border-security technology.
  • Bringing on line an advanced system of tracking entry and exit from the nation?s airports and seaports.

Report: Twitter Is Adding In-Stream Photo Previews

If someone tweets an image, you have to click on the tweet to see it. But now Twitter is reportedly adding a small preview right in your stream.

These image previews has been noticed by a couple of users, which is generally the case when Twitter tests out new features. They appear as small thumbnails on the right side of the tweet. Of course, you'd still have to click to see the full-sized pic. The feed on the left of this picture shows what it looks like, compared to how things are now on the right, via TheNextWeb:

(AP) ? A private viewing for James Gandolfini (gan-dahl-FEE'-nee) has ended in a small New Jersey town near where he grew up.

Mourners at Wednesday's invitation-only wake for family and friends left flowers at the Robert Spearing Funeral Home in Park Ridge.

The 51-year-old star of "The Sopranos" grew up in nearby Westwood. He died last week in Italy.

Nurse Robin Caprio wasn't allowed in to the private viewing and stood outside with a photo of herself and Gandolfini taken when his show filmed a scene in Paterson.

Broadway theaters dimmed their marquee lights in memory of Gandolfini, who earned a Tony Award nomination in 2009 for his role in "God of Carnage."

Gandolfini's funeral will be held Thursday at the Cathedral Church of Saint John the Divine in New York City.

Filibuster broken, but Texas abortion law fails to pass

Filibuster fails: Wendy Davis spoke for 11 hours in a filibuster but was stopped before the midnight deadline. Still, the Texas abortion law failed to pass when protestors managed to stall a vote.

By Chris Thomlinson and Jim Vertuno,?Associated Press / June 26, 2013

Texas State Sen. Wendy Davis (D) of Fort Worth, waits for a ruling on a rules violation during her filibusters of an abortion bill, Tuesday, June 25, in Austin, Texas. Senator Davis was given a second warning for breaking filibuster rules by receiving help with a back brace from Sen. Rodney Ellis (D) of Houston.

Despite barely beating a midnight deadline, hundreds of jeering protesters helped stop Texas lawmakers from passing one of the toughest abortion measures in the country.

As the protesters raised the noise to deafening levels in the Texas Senate chamber late Tuesday, Republicans scrambled to gather their colleagues at the podium for a stroke-of-midnight vote.

"Get them out!" Sen. Donna Campbell shouted to a security guard, pointing to the thundering crowd in the gallery overhead that had already been screaming for more than 10 minutes.

"Time is running out," Campbell pleaded. "I want them out of here!"

It didn't work. The noise never stopped and despite barely beating the midnight end-of-session deadline with a vote to pass the bill, Lt. Gov. David Dewhurst said the chaos in the chamber prevented him from formally signing it before the deadline passed, effectively killing it.

Dewhurst denounced the protesters as an "unruly mob." Democrats who urged them on called the outburst democracy in action.

In either point of view, a raucous crowd of chanting, singing, shouting demonstrators effectively took over the Texas Capitol and blocked a bill that abortion rights groups warned would close most abortion clinics in the state.

"They were asking for their voices to be heard," said Sen. Wendy Davis of Fort Worth, who spent nearly 11 hours trying to filibuster the bill before the outburst. "The results speak for themselves."

The final outcome took several hours to sort out.

Initially, Republicans insisted the vote started before the midnight deadline and passed the bill that Democrats spent the day trying to kill. But after official computer records and printouts of the voting record showed the vote took place Wednesday, and then were changed to read Tuesday, senators retreated into a private meeting to reach a conclusion.

At 3 a.m., Dewhurst emerged from the meeting still insisting the 19-10 vote was in time, but said, "with all the ruckus and noise going on, I couldn't sign the bill" and declared it dead.

He denounced the more than 400 protesters who staged what they called "a people's filibuster" from 11:45 p.m. to well past midnight. He denied mishandling the debate.

"I didn't lose control (of the chamber). We had an unruly mob," Dewhurst said. He even hinted that Gov. Rick Perry may immediately call another 30-day special session, adding: "It's over. It's been fun. But see you soon."

Many of the protesters had flocked to the normally quiet Capitol to support Davis, who gained national attention and a mention from President Barack Obama's campaign Twitter account. Her Twitter following went from 1,200 in the morning to more than 20,000 by Tuesday night.

"My back hurts. I don't have a lot of words left," Davis said when it was over and she was showered with cheers by activists who stayed at the Capitol to see her. "It shows the determination and spirit of Texas women."

The Wenatchee World reports There were no initial reports of damage or injuries after the 7:45 p.m. quake.

Centered 14 miles north-northwest of Leavenworth, the tremor was felt in that city, as well as in Wenatchee, Chelan and the Methow Valley.

One of the strongest earthquakes to hit the region occurred in 1949, when a magnitude 7.0 quake struck, according to the US Geological Survey:

Property damage estimated at upwards of $25 million resulted from a magnitude 7.0 earthquake near Olympia on ?April 13, 1949. Eight deaths were caused either directly or indirectly, and many were injured. At Olympia, nearly all large buildings were damaged, and water and gas mains were broken. Heavy property damage was caused by falling parapet walls, toppled chimneys, and cracked walls (MM VIII). Electric and telegraphic services were interrupted. Railroad service into Olympia was suspended for several days; railroad bridges south of Tacoma were thrown out of line, delaying traffic for several hours. A large portion of a sandy spit jutting into Puget Sound north of Olympia disappeared during the earthquake. Near Tacoma, a tremendous rockslide involving an 0.8 km section of a 90 meter cliff toppled into Puget Sound. The felt area extended eastward to western Montana and southward to Cape Blanco, Oregon, covering about 400,000 square km in the United States. A large portion of western Canada also experienced the shock.

There was also a report of a small earthquake in Alaska Wednesday night.

The Alaska Earthquake Information Center says a magnitude 3.6 earthquake recorded in the Kenai Peninsula region was felt in Anchorage and several other communities.

The center said it had no initial reports of any damage from the minor quake that hit at 9:10 p.m. The quake was centered 27 miles south-southeast of Anchorage. It was also felt in Girdwood, Eagle River and Cooper Landing.

Stocks jump on positive jobless data; one ear on Fed talkers

stocks

Stocks were sharply higher on Thursday, thanks to better-than-expected reports on unemployment, home sales and consumer spending, as well as reassuring comments from Federal Reserve policymakers, who said markets had overreacted to the Fed's recent policy statements.

(Read More: US Economy Could Grow 5% in Late 2014: Fund Manager)

The Dow Jones Industrial Average was 130 points higher in early afternoon trading, regaining its footing above the psychologically-significant 15,000-point level and looking to log its first three-day rally since late April. The blue-chip index has seen triple-digit moves in 15 of the 19 trading sessions in the month of June, the most in a month since October 2011.

The S&P 500 and the Nasdaq were also sharply higher. The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, slid below 17.

All key S&P sectors were in positive territory, led by telecoms and financials.

Upbeat economic data from China also helped bolster sentiment. Industrial profits unexpectedly rose 15 percent in May year-on-year, defying expectations of a slowdown. Japan's Nikkei rallied nearly 3 percent, logging its biggest percentage gain in 13 sessions, while the Shanghai Composite Index finished flat.

"Any China data carries significant weight these days as investors are desperate for signs that the world's second biggest economy is still ticking along," wrote Stan Shamu, market strategist at IG.

On the economic front, weekly jobless claims fell 9,000 last week to a seasonally adjusted 346,000, according to the Labor Department, largely in line with expectations. The four-week moving average for new claims fell 2,750 to 345,750. And consumer spending rebounded 0.3 percent in May, matching estimates, after a revised 0.3 percent decline in the prior month, according to the Commerce Department.

Treasury prices extended their gains as yields tumbled to session lows following the data.

(Read More: Why All the Bond Selling Hysteria May Be Overdone)

"I think it makes the Fed even more confident that they're doing the right thing," said Drew Matus, senior U.S. economist and managing director at UBS. "And if you look at these numbers, they suggest that the second quarter's going to be better than the first quarter."

Also, pending home sales for May soared 6 percent to hit a six-year high, according to the National Association of Realtors.

New York Fed president William Dudley said the central bank's asset purchases would be more aggressive than the timeline Chairman Ben Bernanke outlined last week if economic growth and the labor market turn out weaker than expected.

Dudley added that the recent market forecasts for an earlier rate gain are "quite out of sync" with the statements and expectations of the policy-making Federal Open Market Committee. Dudley is a voting member of the FOMC.

Fed Board Governor Jerome Powell agreed that markets over-reacted to the central bank's statements on tapering off its stimulus package.

"Market adjustments since May have been larger than would be justified by any reasonable reassessment of the path of policy," Powell said in a speech. "To the extent the market is pricing-in an increase in the federal funds rate in 2014, that implies a stronger economic performance than is forecast either by most FOMC participants or by private forecasters."

Markets have been fixated on Fed commentary this week, after Bernanke said last week that the central bank could begin to wind down its $85 billion monthly bond purchases before the end of the year. That sent already rising yields higher and sent stocks on a roller-coaster ride.

Atlanta Fed President Dennis Lockhart was also expected to speak later on Thursday.

In addition, the Treasury will auction $29 billion in 7-year notes later. The auction follows a $35 billion 5-year auction Wednesday and a $35 billion 2-year auction Tuesday, both with anemic results.

"The results for the 2- and 5-year do not bode well for the 7-year tomorrow," said Ian Lyngen, senior Treasury strategist at CRT Capital, speaking on Wednesday. "There's limited risk appetite ahead of the end of the quarter."

South African archbishop prays for Mandela

JOHANNESBURG (AP) ? A South African archbishop who visited Nelson Mandela in a hospital has offered a prayer in which he wishes for a "peaceful, perfect, end" for the former president and anti-apartheid leader.

There was no word early Wednesday on 94-year-old Mandela's condition, which was critical a day earlier, according to the government. Outside the Pretoria hospital where he was being treated, well-wishers have left flowers, drawings and messages of support for a man regarded as a symbol of sacrifice and reconciliation in a country that emerged from white minority rule to become a democracy two decades ago.

"Let's accept instead of crying," said Lucas Aedwaba, a security officer who described Mandela as a hero. "Let's celebrate that the old man lived and left his legacy."

Thabo Makgoba, the Anglican archbishop of Cape Town, posted a prayer on Facebook on Tuesday night after visiting the hospital where Mandela is being treated.

In the prayer, Makgoba asked for courage to be granted to Mandela's wife, Graca Machel, and others who love him "at this hard time of watching and waiting," and he appealed for divine help for the medical team treating Mandela, who was taken to the hospital on June 8 with what the government said was a lung infection. President Jacob Zuma said Mandela's condition, previously described as serious but stable, had deteriorated to critical over the weekend.

"May your blessing rest upon Madiba now and always," Makgoba said in the prayer, using Mandela's clan name. "Grant him, we pray, a quiet night and a peaceful, perfect, end."

He wished that Mandela would be granted relief from pain and suffering, and also said: "Uphold all of us with your steadfast love so that we may be filled with gratitude for all the good that he has done for us and for our nation, and may honor his legacy through our lives."

On Tuesday, members of Mandela's family and tribal elders gathered in Qunu, his rural hometown in eastern South Africa. No details on what was discussed in the meeting were announced. Those at the gathering included Mandela's grandsons Mandla and Ndaba Mandela, according to South Africa media.

Mandela spent 27 years in prison during white racist rule and became South Africa's first black president in all-race elections in 1994, playing an indispensable role in steering the country through a tense transition that many feared would deteriorate into widespread bloodshed. After his presidency, he focused his work on charitable causes, but withdrew from public life years ago and became increasingly frail in recent years.

He last made a public appearance in 2010 at the World Cup soccer tournament, which was hosted by South Africa. At that time, he did not speak to the crowd and was bundled against the cold in a stadium full of fans.

Dan Lehman, an American academic, chose a jogging route on Wednesday morning that passed by the hospital where Mandela is being treated.
