WASHINGTON The United States is now in a better position than at any time in the past to maintain a safe and effective nuclear weapons stockpile without testing and to monitor clandestine nuclear testing abroad, says a new report from the National Research Council. The report, requested by the Office of the Vice President and the White House Office of Science and Technology Policy, reviews and updates a 2002 study that examined the technical concerns raised about the Comprehensive Nuclear Test Ban Treaty (CTBT). The report does not take a position on whether the U.S. should ratify the treaty.

"So long as the nation is fully committed to securing its weapons stockpile and provides sufficient resources for doing so, the U.S. has the technical capabilities to maintain safe, reliable nuclear weapons into the foreseeable future without the need for underground weapons testing," said Ellen D. Williams, chief scientist at BP and chair of the committee that wrote the report. "In addition, U.S. and international technologies to monitor weapons testing by other countries are significantly better now than they were a decade ago."

U.S. verification of compliance with the CTBT would be accomplished through a combination of information gathered by the U.S. military and intelligence agencies, the International Monitoring System (IMS), which is now more than 80 percent complete, and other publicly available geophysical data. U.S. global monitoring capabilities are superior to those of the IMS and can focus on countries of national concern, the report says. However, the IMS provides valuable data to the U.S., both as a common baseline for international assessment and as a way of disclosing potential violations when the U.S. needs to keep its own data classified. Therefore, the U.S. should support both the completion of the IMS and its operations regardless of whether CTBT enters into force, the report says.

The improvements in the IMS and the U.S. monitoring network reduce the likelihood of undetected nuclear explosion testing and inhibit development of new types of strategic nuclear weapons, the report says. Technologies for detecting clandestine testing in four environments -- underground, underwater, in the atmosphere, and in space -- have improved significantly in the past decade. In particular, seismology, the most effective approach for monitoring underground nuclear explosion testing, can now detect underground explosions well below 1 kiloton in most regions. A kiloton is equivalent to 1,000 tons of chemical high explosive. The nuclear weapons that were used in Japan in World War II had yields in the range of 10 to 20 kilotons.

The report acknowledges that weapons threats could arise without being detected even if a test ban existed. For example, a rudimentary nuclear weapon could be built and deployed without testing by a nation with access to sufficient material, or a previously tested weapon design might be manufactured without further testing by a country that obtained the design. Such weapons could pose local or regional threats "of great concern," but they would not require the U.S. to return to weapons testing in order to respond, the report says. The U.S. already has or could produce weapons of equal or greater capability based on its own nuclear explosion test history. In addition, if the U.S. determined that there was a technical need to develop a new type of nuclear weapon that has not been tested previously, it could invoke the "supreme national interest clause" and withdraw from the CTBT.

The administration and Congress should develop and implement a comprehensive plan with a clear strategy for maintaining the nation's nuclear deterrence capabilities and competencies, the report says. The nation's Stockpile Stewardship Program, which collectively maintains the safety and reliability of the U.S. nuclear weapons arsenal in the absence of testing, has had "significant advances" in technical knowledge and capability since the 2002 report, such as completion and operation of new major research facilities. The report calls for a strong national commitment to recruiting and sustaining high-quality workers, repairing aging infrastructure, and strengthening the science, engineering, and technology base for both stockpile maintenance and monitoring capabilities.

Initiated nearly 50 years ago under President Eisenhower, negotiations for the CTBT were completed in 1996. The treaty has been signed by 182 nations, including the United States. The pact, which would prohibit nuclear weapons testing in all environments, would establish a network of monitoring stations to help track compliance and provide for inspections of suspected tests. It would permit research, development, and design activities by the nuclear-weapon states, but experiments producing a nuclear yield would be forbidden.

The treaty would enter into force after ratification by the 44 countries that either already possessed nuclear weapons or had nuclear reactors in 1996. To date, 36 have done so, including Russia, the United Kingdom, and France. The U.S. Senate failed to give its advice and consent to ratification in 1999. The Obama administration has indicated that it will seek ratification. The U.S. has observed a testing moratorium since October 1992.

No Matter How Huge, Mega Millions Jackpot Will Always Be a Bad Bet

lottery ticket for mega millionsYesterday my father-in-law asked me to buy him $100 in lottery tickets. He is ordinarily the kind of guy who would cite the quip ?the lottery is a tax on people who can?t do math,? but these are not ordinary times. On Friday night the Mega Millions multi-state lottery will offer a $500 million jackpot, give or take, by far the highest jackpot ever offered in the history of the known universe. The prize is so high it exceeds the number of possible number combinations on a ticket, which is about 176 million. (In other words, the chance that any particular ticket is a winner is about 176 million to one.) The math seems to imply that a $1 ticket has an expected value of $500 million divided by 176 million, or nearly $3. Yet a closer look at the math reveals that the Mega Millions jackpot is a bad bet no matter how large the prize.

The reason? For starters, even if you hit the jackpot, you may have to share it if another ticket-holder or multiple others played the same numbers in the same order that you did. Indeed, this is the fate that usually befalls winners of big Mega Millions jackpots. Each of the three previous three highest Mega Millions drawings were won by two different ticket holders who had to split the jackpot; the fourth-highest drawing was split amongst four winning tickets.

Certainly, the threat of having to split is there, but does that really make it a bad bet?especially when the jackpot is so very high? According to the mathematicians, yes. As the number of tickets sold goes up, the chance that more than one person will share in the jackpot does as well, according to a well-known mathematical function called a binomial distribution. When Emory University mathematicians Skip Garibaldi and Aaron Abrams worked through the equations, they found that lotteries are generally a terrible bet?Mega Millions and Powerball particularly so. (I encourage you to take a look at their paper ?Finding good bets in the lottery, and why you shouldn?t take them,? which was published in the American Mathematical Monthly in 2010.)

Even in the case of the current drawing, which offers a jackpot so large that Garibaldi and Abrams show how it should only occur on average every 22 years, the number of tickets that go out is correspondingly large. ?I ran the numbers last night,? Garibaldi told me over the phone. ?You can tell by the amount they estimate the jackpot to be what they estimate the ticket sales to be.? Based on the current jackpot, an estimated 380 million tickets have been sold this week. The estimated return on an investment of this week?s Mega Millions drawing? Negative 19 percent, per his calculations.

Still, even if that number was positive (and it was, once, in a Texas lottery), buying lottery tickets will never be a sound investment strategy. Using modern portfolio theory, the authors show that the chances of winning the lottery are so incredibly low that the risk precludes any wise investment, no matter what the expected rate of return.

That said, Garibaldi bought five tickets. ?I know it?s throwing money away,? he admitted, but it?s fun to be in on the action. That?s why I don?t feel bad about buying 100 tickets for my father-in-law, either. Besides, he promised to split the jackpot with the rest of the family. With zero out-of-pocket expenses, my rate of return is infinite.

INDIANAPOLIS -- Regenstrief Institute investigator Noll Campbell, PharmD, has been chosen by the American Geriatrics Society to receive a Merck/American Geriatrics Society 2012 New Investigator Award. He is the first doctor of pharmacy to receive this award, which is designed to recognize individuals who are committed to a career in aging research.

This recognition is presented to individuals whose original research reflects new and relevant work in geriatrics. The award will be presented at the AGS annual scientific meeting in Seattle in May.

"Noll Campbell is a rising young pharmacoepidemiologist dedicated to improving the lives of older adults. His clinical research into the negative effects of many medications on the aging brain has impressed and influenced other investigators both in the country and abroad," said Regenstrief Institute investigator Malaz Boustani, M.D., MPH, associate professor of medicine at the Indiana University School of Medicine and associate director of the IU Center for Aging Research. Dr. Boustani is also the medical director of the Healthy Aging Brain Center at Wishard Health Services.

In addition to his Regenstrief appointment, Dr. Campbell is a research assistant professor in the Department of Pharmacy Practice, Purdue University College of Pharmacy, and clinical pharmacy specialist in geriatrics with Wishard Health Services. Wishard is one of the largest public hospital systems in the United States.

"Few graduates of pharmacy schools progress to the clinical proficiency that Dr. Campbell possesses, and even fewer develop that interest to pursue clinical research. His early success in the research environment strongly suggests that his work will fill important gaps in the clinical literature and improve the care of a frail population," said Regenstrief Institute investigator Michael Murray, PharmD, MPH, Distinguished Professor and Endowed Chair of Medication Safety, Purdue University College of Pharmacy. Dr. Murray is also the executive director of the Regenstrief Center for Healthcare Improvement and Research.
